UREDA Invites Bids for 6.5 MW of Grid-Connected Rooftop Solar Projects on Government Buildings

In a strategic move to bolster the state’s distributed energy footprint, the Uttarakhand Renewable Energy Development Agency (UREDA) has issued two separate tenders for 6.5 MW of grid-connected rooftop and small-scale solar power projects. The mandate focuses exclusively on the solarization of government buildings, representing a significant push toward meeting regional renewable energy targets through the utilization of public infrastructure across all 13 districts of the state.

Regional Project Breakdown

The 6.5 MW aggregate capacity is divided equally between the state’s two primary administrative divisions. Under this framework, individual project capacities will scale from a minimum of 1 kW up to 1 MW.

• Garhwal Division (Zone II): A 3.25 MW allocation covering the districts of Dehradun, Rudraprayag, Chamoli, Uttarkashi, Haridwar, Tehri, and Pauri.
• Kumaon Division (Zone I): A 3.25 MW allocation covering the districts of Nainital, Almora, Bageshwar, Udham Singh Nagar, Champawat, and Pithoragarh.

Technical Scope of Work

The mandate for selected Engineering, Procurement, and Construction (EPC) contractors spans the entire project lifecycle. Prospective bidders must account for the unique geographical constraints of the region, as project sites include plain areas as well as remote hilly terrain, some of which may lack standard road access.

Key responsibilities include:

• Initial Phase: Comprehensive site surveys and the submission of detailed reports within 60 days of the work order.
• Engineering and Logistics: Design, manufacturing, supply, erection, testing, and commissioning. Bidders must specifically account for specialized transportation and reinforced mounting structure requirements dictated by the state’s hilly topography.
• Grid Integration: Management of all net metering arrangements and statutory clearances.
• Post-Commissioning: Provision of a five-year warranty on all components alongside five years of comprehensive operation and maintenance (O&M) support.

Bidder Eligibility and Technical Specifications

To ensure high-performance standards and localized technical support, UREDA has established rigorous eligibility criteria:

Operational and Technical Experience

• Industry Tenure: A minimum of five years of operational history within the Indian solar PV sector.
• Track Record: Documented installation of more than 2.6 MW of grid-connected rooftop solar projects with net metering on government buildings within the last five years. These reference projects must fall within the 10 kW to 1 MW capacity range.
• Equipment Standards: Mandatory use of domestically manufactured cells and modules. Specifically, solar modules must be sourced from ALMM List I, while solar cells must comply with ALMM List II.

Financial and Regulatory Standing

• Annual Turnover: An average annual turnover of at least ₹360 million (~$3.76 million) over the last five financial years.
• Performance Security: Selected contractors are required to provide a Performance Bank Guarantee (PBG) equivalent to 5% of the total project value.
• Licensing and Presence: Bidders must possess a valid Class A electrical contractor registration from the Electrical Safety Department and maintain at least one firm-owned service center within Uttarakhand.
