The Punjab Energy Development Agency (PEDA) has invited bids for the implementation of 10 MW of grid-connected solar projects under the Renewable Energy Service Company (RESCO) model. Regulatory Framework and Context
This tender is issued under the PSERC (13th Amendment) Regulations, 2026. These reforms allow for the installation of solar capacity up to 100% of a consumer’s sanctioned load or contract demand. The regulations also removed the previous 90% annual consumption cap on solar generation.
Key provisions of the 2026 regulatory framework include:
- Surplus Energy Compensation: Unadjusted surplus energy at the end of the settlement period is compensated at 75% of the approved feed-in tariff.
- Energy Banking Cycle: The settlement period for banked energy is defined from June 1 of the calendar year to May 31 of the following year.
