The project marks the targeted deployment of ultra-light, flexible solar PV sheets—an innovative technological approach engineered specifically for public building rooftops that cannot support the heavy structural load of standard aluminum-framed glass solar panels. Following Goa State Cabinet sanction secured in November 2025, the initiative is being rolled out under the aegis of the Department of New and Renewable Energy. The Goa Energy Development Agency (GEDA), acting as the state nodal agency, will provide single-window clearances to expedite statutory approvals and facilitate seamless project execution.
In accordance with regulatory norms, generated solar power will be evacuated to the distribution grid through a gross metering system in compliance with guidelines established by the Ministry of New and Renewable Energy (MNRE) and the state electricity distribution company (DISCOM).
Commercial & Contractual Terms
- PPA Structure: The commercial framework will be governed by a 25-year tripartite Power Purchase Agreement (PPA) executed between GEDA, MAHAPREIT, and the respective end-consumer off-takers.
- Tariff Framework: Generated electricity will be supplied at an approved levelised tariff benchmarked at ₹5.95 per unit (kWh), which remains non-negotiable under the state framework. - Design & Tariff Protocols: Executing final detailed engineering designs for flexible PV systems customized to the structural load capacity of each roof, alongside completing formal tariff discovery and submission protocols within the non-negotiable ₹5.95/kWh tariff structure.
- Procurement & Commissioning: Managing complete equipment procurement, supply, civil work, installation, testing, and grid-connected commissioning of the flexible solar PV systems and balance of system (BOS) components.
- Comprehensive O&M: Delivering full Operation and Maintenance (O&M) services, system monitoring, repairs, and performance guarantees for the entire 25-year duration of the PPA.
