Bidder Eligibility: Technical and Financial Requirements
MahaGenco REL has established rigorous qualifying requirements (QR) to verify the technical competency and financial solvency of participating agencies.
Technical Requirements
Bidders must demonstrate a proven track record in one or more of the following:
- Civil land development or land acquisition.
- Securing grid connectivity approvals from MSETCL.
- Renewable Energy (RE) project management.
Joint Ventures (JV) or Consortiums are limited to a maximum of two partners. At least one partner must meet the relevant experience criteria.
Financial Requirements
Eligibility is assessed against the following bolded per-acre financial benchmarks:
- Minimum Average Annual Turnover (MAAT): INR 1,00,000 per acre over the last three financial years (FY 2022-23, 2023-24, and 2024-25).
- Positive Net Worth: Minimum INR 6,50,000 per acre for the most recent financial year.
- Working Capital: Minimum INR 1,00,000 per acre. If internal working capital is insufficient, a letter from a bank with a net worth of at least INR 800 Crore confirming a line of credit is required.
Tendering Process and Statutory Fees
The tendering process is conducted via the Bharat Electronic Tender portal. Agencies are restricted to a maximum of 07 bids (seven separate 100-acre parcels).
- Tender Fee: Rs. 50,000 + 18% GST (Non-refundable).
- Processing Fee: Rs. 1,00,000 + 18% GST per 100-acre parcel.
- MSME Exemptions: EMD and Tender fee exemptions are available for MSMEs registered under NSIC, Udyog Aadhaar, or DIC categories. To qualify, the registration must be directly aligned with RE power project works or erections and must have been active prior to the NIT publication date.
