Andhra Pradesh Solar Empanelment Tender for 1 kWp to 500 kWp Capacity Closes June 22, 2026

The New and Renewable Energy Development Corporation of Andhra Pradesh Limited (NREDCAP) has formally invited Expressions of Interest (EoI) for the empanelment of suppliers for the 2026-27 fiscal year. Floating under Reference No: NREDCAP/SE/SPV 1-500 KWp/42-350/2026-27, the tender encompasses the supply, installation, and commissioning of grid-connected rooftop solar power plants ranging from 1 kWp to 500 kWp. The procurement follows the Capital Expenditure (CAPEX) execution model and is aligned with the state’s Net Metering policy and the PM Surya Ghar: Muft Bijli Yojana framework.

Project Scope and Capacity Categories

The empanelment is structured into eight distinct capacity brackets. All installations must be grid-connected under prevailing Net Metering regulations. To ensure project velocity, NREDCAP has mandated specific completion timelines following the issuance of a work order: 45 days for systems up to 10 kWp, 60 days for 11-100 kWp, and 90 days for systems exceeding 100 kWp.

Vendor Eligibility Criteria

Empanelment eligibility is contingent upon a tiered evaluation of financial liquidity and proven technical deployment. Beyond the metrics below, vendors must be registered with Andhra Pradesh Distribution Companies (DISCOMs) under the PM Surya Ghar Scheme and maintain a minimum of two functional service centers within the state.

Financial Requirements and Payment Terms

Participation requires a non-refundable processing fee of ₹37,500 plus 18% GST (totaling ₹44,250) and an Earnest Money Deposit (EMD) of ₹50,000, refundable post-empanelment. Bidders are also required to pay a non-refundable transaction fee to the Managing Director, APTS, via the electronic payment gateway.

Contractual payments for work orders released by NREDCAP follow a 60:30:10 disbursement schedule:

• 60% upon installation of the total system.
• 30% 30 days after commissioning, receipt of synchronization reports, and the first utility bill.
• 10% upon completion of the 5-year warranty period or against a performance bank guarantee.

Regulatory Mandates: APERC Directions

In a regulatory directive issued February 6, 2026, the Andhra Pradesh Electricity Regulatory Commission (APERC) mandated that DISCOMs implement monthly energy settlement and billing for Solar Rooftop (SRT) prosumers. This directive, strictly enforcing Clauses 16.1 and 16.5 of the APERC Regulation 4 of 2023 (and its 2025 amendment), requires that payments for excess energy exported to the grid be processed exclusively via electronic transfer to the prosumer’s account.

Technical Standards and Warranty Compliance

Systems must strictly adhere to the technical benchmarks set by the Ministry of New and Renewable Energy (MNRE) and the International Electrotechnical Commission (IEC).

• Component Sourcing: Solar PV modules must be sourced from the Approved List of Models and Manufacturers (ALMM) List-I, while Solar PV cells must comply with ALMM List-II.
• Warranty Requirements: SPV panels require a 25-year performance warranty (minimum 90% output at 10 years; 80% at 25 years). The Power Conditioning Unit (PCU)/Inverter and overall system workmanship must be warranted for 5 years.
• Scope: Mounting structures provided under this EoI are specified for flat RCC roofs, with wiring to the Distribution Board (up to 50m) included in the base scope.
