NTPC REL, a wholly-owned subsidiary of NTPC Green Energy Limited, is seeking partners for the development of a 240 MW / 960 MWh Inter-State Transmission System (ISTS)-connected Battery Energy Storage System (BESS).

The project will be situated at the existing Devikot Solar Plant in Rajasthan and is to be executed through Domestic Competitive Bidding on a turnkey basis. This installation is expected to play a pivotal role in enhancing grid stability and optimizing the dispatch of solar power generated at the Devikot site. Financing for the project will be facilitated through NTPC REL’s internal resources and borrowings.

Detailed Scope of Work

The selected Engineering, Procurement, and Construction (EPC) contractor will manage the full project lifecycle, from initial design to final integration. The turnkey scope of work includes:

  • Design and Engineering: Comprehensive system design, technical specifications, and grid compliance studies.
  • Manufacturing and Supply: Production and procurement of all BESS components, including cells, enclosures, and power conversion systems.
  • Logistics: Packing, forwarding, transportation, and unloading of all equipment at the Devikot site.
  • Installation and Commissioning: On-site storage, installation, rigorous testing, and final commissioning of the grid-connected system.
  • System Integration: Seamless integration of the BESS with the existing Devikot solar plant infrastructure and the wider ISTS transmission network.

Technical Specifications and Lifecycle Requirements

NTPC REL has mandated stringent technical parameters to ensure the BESS delivers long-term reliability and high performance. Bidders must adhere to the following specifications:

Reflecting the long-term nature of energy storage investments, the tender requires a comprehensive Operation and Maintenance (O&M) commitment for a period of 15 years from the date of commissioning. This scope includes:

  • Comprehensive Service: Routine maintenance, warranty services, and the provision of all necessary consumables and spare parts.
  • Performance Insurance: Coverage to safeguard system output and reliability throughout the operational term.
  • System Augmentation: The contractor is responsible for any necessary battery augmentation or technical upgrades required to maintain the guaranteed dispatchable capacity and efficiency over the 15-year period.

Commercial Timeline and Bidding Requirements

The procurement will follow a “Single Stage Two Envelope” bidding process (comprising Techno-Commercial and Price bids), followed by a Reverse Auction to ensure competitive pricing. Prospective bidders must adhere to the following timeline and financial obligations:

  • Bid Submission Deadline: July 13, 2026, at 3:00 PM IST.
  • Techno-Commercial Bid Opening: July 13, 2026, at 3:30 PM IST.
  • Earnest Money Deposit (EMD) / Bid Security: ₹20 Crore (Indian Rupees Twenty Crore).

Bids not accompanied by the requisite EMD in a separate sealed envelope will be rejected as non-responsive.
