DERC Notifies Four-Year Phase-Out Roadmap for Open Access Additional Surcharge

The Delhi Electricity Regulatory Commission (DERC) has issued a significant notification outlining a structured phase-out of the Additional Surcharge for Open Access and General Network Access (GNA) consumers. This roadmap is designed to bring Delhi’s regulatory framework in alignment with the National Green Energy Open Access (GEOA) Rules.

Key Highlights of the Notification:

  • Phase-out Period: The surcharge will be gradually reduced over a four-year period starting from the current fiscal year.
  • Cost Impact: This reduction is expected to lower the landed cost of renewable energy by ₹0.20–₹0.45 per unit for large commercial and industrial consumers in the national capital.
  • Objective: The move aims to eliminate “pancaking” of charges, making third-party green power purchase more competitive compared to DISCOM tariffs.

The notification provides long-term regulatory clarity for corporates in Delhi planning their transition to green energy.
