The objective of the invitation is to identify prospective buyers for power generated by the upcoming facility. NUGEL is a joint venture entity formed by NGEL and Uttar Pradesh Rajya Vidyut Utpadan Nigam Limited (UPRVUNL).
Project and Technical Specifications
NGEL and NUGEL have defined the following technical parameters and operational requirements for the Jhansi project:
- Capacities: 100 MW Solar PV Project integrated with a 50 MW/200 MWh Battery Energy Storage System (BESS).
- Bidding Basis: The procurement process is conducted on an MU-based (Million Units) bidding framework.
- Operational Objective: The project is designed to provide firm, dispatchable power during solar generation hours and peak non-solar hours.
- Grid Interconnection: The facility will be State Transmission Utility (STU) connected. Metering will occur at the 33kV level, with power evacuation to the nearest 33/220kV Uttar Pradesh Power Transmission Corporation Limited (UPPTCL) switchyard.
- BESS Performance: The BESS is required to have a design life of 25 years based on daily single-cycle operation.
- Cycle Rating: Battery systems must be rated for a minimum of 10,000 cycles.
- Efficiency and Compensation: The system must maintain a minimum monthly round-trip efficiency (RTE) of 80% and a monthly availability of 98%. The BESS capacity must be suitable for providing reactive power compensation.
Eligibility and Buyer Requirements
NUGEL has established specific eligibility criteria for entities seeking to participate in the EoI:
- Commercial & Industrial (C&I) Consumers: Includes industries, commercial establishments, and institutional buyers with power requirements of 5 MW or above.
- Distribution Companies (DISCOMs): Specifically those operating within the state of Uttar Pradesh.
- Power Aggregators and Traders: Authorized entities capable of aggregating demand from smaller industries or establishments to meet the 5 MW minimum threshold.
- Minimum Threshold: Individual applicants must require a minimum power drawal of 5 MW.
- Legal and Compliance Status: Applicants must be legally registered entities, not currently blacklisted by any government or regulatory authority, and must be prepared to arrange for power drawal under applicable open access regulations.
Procurement Objective and Terms
According to NGEL, the primary purpose of the EoI is demand discovery to support the establishment of long-term Power Purchase Agreements (PPAs) or renewable energy power sale agreements. This initiative is intended to align with Uttar Pradesh’s renewable energy roadmap and provide consumers with alternatives to grid power or diesel-based generation.
NUGEL clarified that this EoI process is non-binding and intended for interest gauging. The submission of a response does not grant any rights or create obligations for NUGEL or the applicants. NUGEL reserves the right to modify or cancel the procurement process at any stage.
