NTPC has issued a tender for the Engineering, Procurement, and Construction (EPC) package for the repowering of its 5 MW Solar PV Project at Garacharma, Port Blair, Andaman & Nicobar Islands. The procurement covers the replacement of modules and inverters to maintain the plant’s designated capacity under the RPSSGP GBI Scheme of MNRE.
Technical Eligibility
Bidders must satisfy specific technical experience requirements related to grid-connected Solar Photo Voltaic (SPV) plants. Prospective contractors must have successfully completed at least one single SPV plant with a minimum capacity of 100 kWp. Furthermore, bidders are required to demonstrate a cumulative installed capacity of at least 1600 kWp across their project history.
As per the “Guideline for Repowering” governing projects under the RPSSGP GBI Scheme of MNRE, module replacement must adhere to a specific wattage formula: Wattage of old single PV module/panel X Total number of old PV module/panel must be equal to Wattage of new/replaced single PV module/panel X Total number of new PV module/panel. Additionally, any replaced inverters or system components must be of the same rating or capacity as the damaged or original equipment. All costs associated with equipment replacement are to be borne by the project proponent.
Financial and Procedural Requirements
The procurement is being conducted through a single-stage, two-envelope bidding mechanism. Bidders must meet a minimum financial turnover threshold and provide an Earnest Money Deposit (EMD) as specified in the following table:
