NTPC Limited Issues Tender for 20 MW Solar PV Plant O&M in Gujarat

Announcement and Project Location

NTPC Limited has invited bids for the comprehensive Operation and Maintenance (O&M) of its 20 MW Solar PV Plant located at the Jhanor Gandhar Gas Power Station in Bharuch, Gujarat. The procurement process is being managed by the Unified Shared Service Centre (USSC), CPG-1, Raipur, under bid number GEM/2026/B/7642175 on the Government e-Marketplace (GeM) portal. The solar facility was commissioned in August 2022 and was developed by BHEL under EPC mode as part of the Ministry of New & Renewable Energy’s CPSU Scheme Phase-II, Tranche-I.

Contractual Framework and Scope

The engagement is structured as a “Lump-Sum Facility Management Contract” with a defined duration of two years and one day. The successful service provider will be responsible for all operational and maintenance activities, including the provision of all required consumables within the total contract value. The technical scope mandates that the contractor ensure the efficient functioning of the facility in accordance with the specifications established by the USSC division.

Bidder Requirements and Compliance

Bidders must comply with specific financial and regulatory prerequisites to qualify for the contract. The administrative requirements are as follows:

  • Earnest Money Deposit (EMD): A deposit of ₹2 lakh is required. Micro and Small Enterprises (MSEs) possessing valid Udyam Registration are eligible for an EMD exemption, provided they are direct service providers. Under this policy, traders and resellers are explicitly excluded from the purview of EMD exemptions.
  • Electronic Performance Bank Guarantee (ePBG): The successful bidder is required to furnish an ePBG equivalent to 5% of the contract value. The duration of the ePBG must be 29 months.
  • Statutory Registrations: Mandatory submission of GST, PAN, PF, and ESI registrations is required.
  • Payment Terms: Disbursements will be processed within 30 days following the issuance of a service delivery acceptance certificate and the online submission of invoices. This 30-day timeline is in supersession of the standard 10-day clause provided in the GeM General Terms and Conditions (GTC). Payments will be facilitated via the Trade Receivables Discounting System (TReDS).

Chronology and Submission Deadlines

NTPC has set the deadline for bid submission for June 29, 2026, at 3:00 PM (15:00). Technical bids will be opened on the same day at 3:30 PM (15:30). All submitted bids must remain valid for 120 days from the date of bid closure. In accordance with GeM portal protocols, a minimum of three bids must be received to disable the automatic bid extension feature. If this requirement is not met, the system will automatically extend the deadline for 7-day intervals up to a maximum of three times.
