NTPC REL Issues Tender for 813 MW Wind Project in Davangere, Karnataka

Introduction

NTPC Renewable Energy Limited (NTPC REL), a wholly owned subsidiary of NTPC Limited, has issued an invitation for domestic competitive bids for the supply and installation of Wind Turbine Generators (WTGs) for an ISTS-connected wind energy project in the Davangere district of Karnataka. The project, identified under Bidding Document No: NRE-CS-5928-003(WTG)-9, features a total nominal capacity of 813 MW and requires 271 WTG units. Procurement is being conducted via a single-stage, two-envelope bidding process, consisting of Techno-Commercial and Price evaluations.

Detailed Scope of Work

The selected contractor is responsible for the comprehensive execution of the project, covering the lifecycle from design through a decade of operations. The scope includes:

• Engineering and Supply: Detailed design, engineering, manufacture, and supply of wind turbine generators.
• Installation and Commissioning: Transportation, erection, installation, testing, and commissioning of the wind farm.
• Performance Guarantees: Establishing guaranteed performance parameters and providing M/S UL certified Annual Energy Production (AEP). Note: Site-specific wind data for AEP certification will be provided by NTPC REL.
• Grid Integration: Design, supply, and installation of unit substations (USS) for each WTG and all associated electrical works required for grid connectivity.
• Civil Works: Construction of WTG foundations, USS foundations, and control cabins for housing control panels near the tower base (where required).
• Systems and Software: Supply and installation of SCADA systems, controls, and associated software.
• Operation and Maintenance (O&M): Ten years of comprehensive O&M, including mandatory spares, consumables, repairs, and replacements of defective equipment.
• Statutory Compliance: Providing technical inputs and assistance for statutory approvals regarding power evacuation and grid connectivity.

Excluded Infrastructure Per the salient technical features of the package, the following infrastructure is provided by NTPC REL and is excluded from the contractor’s scope:

• Project land.
• Pooling substations and internal roads.
• Grid substation connectivity.
• SCADA backbone network (specifically the laying, splicing, and termination).

Technical and Financial Requirements

Bidders must meet the following qualification criteria to be eligible for the award:

Technical Specifications

• Turbine Rating: WTGs must have an individual minimum rating of 3.0 MW or above.
• Compliance: Models must be listed on the Ministry of New and Renewable Energy’s (MNRE) latest Approved List of Models and Manufacturers (ALMM-Wind) prior to the techno-commercial bid opening.

Financial Criteria

• Bid Security (EMD): ₹100 Crore (INR 1,000,000,000).
• Average Annual Turnover: Minimum of ₹106.80 Lakh per MW multiplied by the bidder’s quoted capacity, demonstrated over the preceding three financial years.
• Net Worth: Must be positive as of the last day of the preceding financial year or quarter. Definition: Net Worth is defined as the sum total of paid-up share capital and free reserves (excluding revaluation reserves, write-back of depreciation, and amalgamation).
• Holding Company Provision: Bidders may satisfy turnover and net worth requirements via a Holding Company, provided the Holding Company’s net worth is at least equal to its paid-up share capital. This requires a Letter of Undertaking and a Board Resolution pledging unconditional financial support.

Bidding Schedule and Timelines

The procurement is managed through the ISN Electronic Tender Services (ETS) portal. No hard copies of bidding documents will be issued.
