NTPC Renewable Energy Limited (NTPC REL), a wholly owned subsidiary of NTPC Green Energy Limited (NGEL), has issued a formal invitation for bids for the Balance of System (BoS) package for a 200 MW grid-connected solar PV project. Situated in the Bikaner district of Rajasthan, the project is part of the Maharatna power utility’s aggressive renewable capacity expansion. Prospective bidders must complete their submissions via the electronic portal by the hard deadline of May 5, 2026, at 09:30 AM.

Project Scope and Technical Work Description

The successful contractor will be responsible for a turn-key BoS solution that ensures internal grid connectivity and operational readiness. The scope is divided into electrical and structural BoS components, integrated with long-term maintenance:

  • Engineering and Supply: Comprehensive design, engineering, manufacturing, testing, and commissioning of the project.
  • Electrical BoS: Installation of inverter rooms, Power Conditioning Units (PCUs), HT/LT switchgear, combiner boxes, and DC/AC cabling. The scope includes a 33/220 kV Pooling Substation (PSS) within the project boundary.
  • Structural BoS: Development of foundations tailored to desert soil conditions (such as driven or helical piles) and robust racking/mounting structures to secure the PV arrays.
  • Grid Connectivity: Execution of the transmission infrastructure to connect the project’s internal PSS to the 400/220 kV Bikaner-2 GSS, located approximately 4.87 km from the site.
  • Operations and Maintenance (O&M): A three-year commitment following commissioning, featuring modern robotic cleaning systems to optimize water consumption and yield in the arid environment.

Technical Exclusion: The supply of solar PV modules is explicitly excluded from this BoS package; however, the contractor is responsible for the mounting and integration of modules provided by the owner.

Technical Eligibility Criteria

Bidders must demonstrate a proven track record in the renewable or heavy industrial sectors. Participation requires meeting at least one of the following three pathways, in addition to a mandatory substation requirement:

  1. Solar BoS Experience: Execution of BoS for grid-connected solar projects with a cumulative capacity of 40 MW or higher. At least one plant must be 10 MW or higher and have operated for six months.
  2. Solar Project Development: Development of cumulative grid-connected solar capacity of 40 MW or higher, including one reference project of 10 MW or more operational for six months.
  3. Industrial Project Experience: Execution of industrial projects (Power, Steel, Oil & Gas, Petro-chemical, etc.) totaling ₹660 million (approx. $7.08 million) within the last 10 years.

Mandatory Substation Requirement: Regardless of the pathway chosen, all bidders must have executed at least one electrical substation with a voltage level of 33 kV or higher, including circuit breakers and power transformers.

Financial Eligibility Requirements

Bidders must meet the following financial benchmarks to ensure project stability:

Financial MetricMinimum Requirement
Average Annual Turnover₹660 million (approx. $7.08 million) during the preceding three financial years
Net Worth≥100% of the bidder’s paid-up share capital

A significant Earnest Money Deposit (EMD) of ₹50 million (approx. $536,280) is mandatory for bid participation, reflecting the scale of the execution.

Key Tender and Project Timelines

The procurement cycle and execution phase follow a rigorous schedule:

  • Tender Release/Document Download Start: April 2, 2026
  • Document Download End Date: April 13, 2026
  • Bid Submission Deadline: May 5, 2026, at 09:30 AM
  • Bid Opening Date: May 5, 2026, at 03:30 PM
  • Project Completion Period: 19 months from the date of award

Site Context: Jaimalsar, Bikaner

The project site is located in Jaimalsar village, Kolayat tehsil, Bikaner. Technical site studies highlight several critical factors for BoS design:

  • Geology and Soil: The site consists of desertic soil (pale-brown to yellowish-brown) characterized by low water retention and poor fertility. The terrain is moderately plain, which is expected to reduce technical modification costs for mounting structures.
  • Seismic Status: The project is located in Seismic Zone III, necessitating compliant foundation engineering.
  • Connectivity: Primary access is via NH-11 (Chilla Road), with the nearest railhead at Nal Halt (19.78 km).
  • Solar Resource: The region offers superior generation potential with radiation intensity between 6-7 KWhr/sqm/day and an annual global mean horizontal radiation of 1954 kWh/m².
