REC Power Development and Consultancy Limited (RECPDCL) has signaled its intent to occupy a central role in the upcoming Indian Carbon Market (ICM) by inviting Expressions of Interest (EoI) for the empanelment of specialized verification agencies. The move, announced on May 8, 2026, marks a significant step in the formalization of India’s carbon credit infrastructure ahead of the market’s projected 2026 launch. Under this EoI, RECPDCL is seeking to secure the technical manpower—specifically verifiers and sector experts—necessary to execute large-scale validation and verification activities.

Institutional Evolution: From BPC to Carbon Oversight

RECPDCL, a wholly owned subsidiary of REC Limited, is calibrating its business model to meet the demands of the new regulatory landscape. Historically, the organization has functioned as the “boots on the ground” for the Ministry of Power’s most expansive initiatives, providing consultancy for the Revamped Distribution Sector Scheme (RDSS) and the Saubhagya electrification program.

The subsidiary is now leveraging its legacy as a Bid Process Coordinator (BPC)—a role where it managed the complex competitive bidding and selection of developers for massive transmission and generation flexibility projects—to transition into carbon regulatory oversight. Crucially, RECPDCL is positioning itself to operate as an accredited carbon verification agency. The current empanelment process is designed to augment its internal capacity with third-party technical expertise, allowing the company to fulfill its ambitions of becoming a dominant accredited body within the Bureau of Energy Efficiency (BEE) framework.

Scope of Operations: Compliance and Offset Mechanisms

The empanelled agencies will provide technical support across two primary regulatory channels defined by the Carbon Credit Trading Scheme (CCTS), 2023:

1. Compliance Mechanism Agencies will conduct the rigorous verification of greenhouse gas (GHG) emissions and emission intensity for “obligated entities.” This oversight is concentrated on nine high-impact industrial sectors:

  • Chlor-alkali
  • Fertiliser
  • Iron and Steel
  • Petrochemicals
  • Refineries
  • Pulp and Paper
  • Textiles

2. Offset Mechanism The scope extends to the validation of projects initiated by non-obligated entities. These activities will focus on carbon sequestration and emission reduction efforts in the following areas:

  • Energy
  • Waste Management
  • Forestry

Regulatory Framework and BEE Oversight

The administrative basis for this tender is the Carbon Credit Trading Scheme, 2023, promulgated by the Ministry of Power. Under this framework, the Bureau of Energy Efficiency (BEE) acts as the Market Administrator. RECPDCL’s expansion into this space is contingent upon meeting the BEE’s accreditation standards, which govern the validation and verification processes essential for the issuance of carbon credit certificates. This formalization is intended to ensure that the ICM meets international benchmarks for transparency and emission intensity reporting.
