SECI Issues New Procurement Notice
The Solar Energy Corporation of India (SECI) has invited online bids for the procurement of a Phasor Measurement Unit (PMU) to support the operational requirements of the 100 MW Solar PV plant and 40 MW/120 MWh Battery Energy Storage System (BESS) located in Rajnandgaon, Chhattisgarh. Project Background: The Rajnandgaon Solar-Storage Hybrid
The Rajnandgaon project is a landmark utility-scale installation, notable as a dispatchable 100 MW AC facility with an installed capacity of 152.325 MWh and a peak DC capacity of 155.02 MWp. Funded by the World Bank and the Clean Technology Fund (CTF) under the “Innovation in Solar Power & Hybrid Technologies Project,” the site was dedicated to the nation by the Prime Minister in February 2024.
- Location and Land Use: The project occupies 451 acres of previously rocky and waste land across nine villages in Tehsil Dongargarh and Dongargaon.
- Technology Stack: The installation features 239,685 Bifacial Mono Crystalline modules, which generate electricity from both direct sunlight and ground-reflected light.
- Energy Storage: The 40 MW / 120 MWh Lithium-ion based BESS provides three hours of backup, enabling the supply of 243.64 MUs of electricity annually to the Chhattisgarh State Power Distribution Company Limited (CSPDCL), particularly during non-solar peak hours.
- Grid Connectivity: Power is evacuated via a 132 kV double-circuit line to the Chhattisgarh State Power Transmission Company Limited (CSPTCL) 220/132 kV Thelkadih substation.
Scope of Work for PMU Procurement
From a grid engineering perspective, the integration of a PMU is critical for monitoring sub-second frequency and voltage fluctuations inherent in BESS-integrated hybrid plants. The winning bidder must execute the following:
- Supply, installation, testing, and commissioning of the Phasor Measurement Unit (PMU) and all associated auxiliaries and accessories.
- Data validation and full integration with the CSPTCL State Load Despatch Centre (SLDC) Phasor Data Concentrator (PDC).
- Provision of high-speed synchronized sampling to ensure overall power stability and seamless grid integration.

- Execution History: Successful completion of similar PMU/PDC integration projects for central/state transmission, generation, or distribution utilities, or Central Public Sector Undertakings (CPSUs) within the last seven years.
Financial Qualifications
Bidders must meet a minimum Average Annual Turnover (MAAT) of ₹11 lakh over the last three financial years and maintain a positive net worth for the last financial year. The execution capacity must be demonstrated via the following thresholds:
