The Solar Energy Corporation of India Limited (SECI) has issued a tender for the development of a grid-connected solar power project integrated with a Battery Energy Storage System (BESS) in Andhra Pradesh. The installation consists of 70 MW (AC) / 91 MW (DC) ground-mounted Solar PV capacity and a 25 MW / 50 MWh BESS. The project is situated at Ramagiri and Muthukavuntla in the Sri Sathya Sai District and is designated as Package-1 of a 50 MW Firm and Dispatchable Renewable Energy (FDRE) initiative. The configuration, which includes a DC/AC over-provisioning ratio, is engineered to meet the specific “Firm and Dispatchable” mandate of the 50 MW FDRE framework. Package-2, consisting of 45.6 MW of wind capacity, is being tendered separately.
The procurement is structured as a Balance of System (BoS) EPC contract. The selected contractor will be responsible for the design, engineering, construction, erection, testing, and commissioning of the facility. The technical scope specifically includes the construction of a 220 kV pooling substation and associated transmission infrastructure to facilitate Inter-State Transmission System (ISTS) connectivity. Solar PV modules will be owner-supplied. Following commissioning, the contractor must provide five years of comprehensive Operation and Maintenance (O&M) services.
Regulatory compliance requirements include adherence to “Class-I local supplier” rules for solar inverters, necessitating a minimum of 50% local content. Bidders must also comply with Ministry of Finance Department of Expenditure orders regarding entities from countries sharing a land border with India.
