  • Target Segment: Capacity is reserved exclusively for residential consumers, facilitating systems valued at approximately ₹66,000 for a nominal beneficiary contribution of ₹1,000.
  • Project Scope: This is a turnkey contract encompassing the survey, design, manufacture, supply, erection, testing, and commissioning of the systems, followed by comprehensive operation and maintenance (O&M).
  • Logistical Requirements: The successful bidder is required to establish and operate one District Management Centre (DMC) in each Lot to manage ground-level coordination and service delivery.
  • System Size: The tender specifies the installation of 1 kWp systems, a technical choice driven by the energy profiles of the targeted low-income demographic.

Administrative Data and Financial Requirements

The procurement follows a single-stage, two-envelope bidding process. Bidders must satisfy the following administrative and financial criteria:

  • Tendering System: e-Tendering (Single-stage, two-envelope). The financial part of the bid remains unopened until the successful completion of the technical evaluation.
  • Tender Fee: A non-refundable fee of ₹25,000.
  • Earnest Money Deposit (EMD): Bidders must provide a bid security of ₹4,00,00,000 (₹4 Crores).
  • Bid Validity: Bids must remain valid for 180 days from the date of opening the financial or commercial bid.
  • Project Completion Period: The successful bidder must complete the installation and commissioning within 180 days, a performance metric distinct from the administrative bid validity period.

TSECL has finalized the following schedule for prospective bidders to submit their technical and financial proposals:

  • Bid Submission Deadline: July 14, 2026, at 01:00 PM.
  • Technical Bid Opening: July 14, 2026, at 04:00 PM.
