AGARTALA, TRIPURA — Tripura State Electricity Corporation Limited (TSECL) has solicited bids for the installation of 81.5 MW of grid-connected rooftop solar systems across the state. This initiative is mandated under the PM Surya Ghar: Muft Bijli Yojana (PMSG:MBY) and is supported by the Ministry of New and Renewable Energy (MNRE) and the Government of Tripura. The tender aims to provide solar systems to approximately 1.5 lakh residential households. While this specific procurement phase covers 81.5 MW across seven lots, the full deployment for the targeted 1.5 lakh households is projected to add a total of 150 MW to the state’s solar portfolio.

Project Framework and Implementation Model

The tender is structured under the “Utility Led Aggregation (ULA) Capex Mode” on a turnkey basis. Under this framework, the selected contractor is responsible for the survey, design, supply, erection, testing, and commissioning of the solar systems. The project is being implemented with strategic international support; the Asian Development Bank (ADB) is providing implementation coordination, while the German agency GIZ is facilitating technical training for vendors, engineers, and government officials.

Contractors are required to provide operation and maintenance (O&M) services, including a stipulated five-year warranty and support period. To ensure localized technical assistance and consumer support, bidders must establish a District Management Centre (DMC) within each allocated lot. This specific tender for Lot-7 covers the Dharmanagar and Unakoti Electrical Circles and focuses on the installation of 1 kWp systems.

Target Audience and Social Impact Metrics

The initiative is designed to transition residential electricity users into “prosumers”—households that generate their own power and contribute surplus energy back to the grid.

  • Target Demographic: The program prioritizes low-income families consuming fewer than 50 units of electricity per month.
  • Financial Structure for Beneficiaries: Eligible households can acquire a 1 kWp system valued at ₹66,000 for a personal contribution of ₹1,000, with the balance covered by government-backed subsidies.
  • Tiered Financial Assistance: The scheme offers the following subsidy amounts based on system capacity:
    • 1 kW: ₹33,000
    • 2 kW: ₹66,000
    • 3 kW: ₹85,800
