Karnataka Renewable Energy Development Limited (KREDL) has invited bids for the establishment of a standalone Battery Energy Storage System (BESS) with a capacity of 200 MW / 400 MWh. The project is situated at Huliyurdurga, located in the Kunigal taluk of the Tumakuru district, Karnataka. The procurement is being conducted through a tariff-based global competitive bidding process to select developers for the implementation of the facility.
The Distinction: Tranche Classification
This 200 MW / 400 MWh project is a separate tranche from the GUVNL-type tender model and forms part of a distributed capacity strategy. While Karnataka has identified a total procurement requirement of 450 MW / 900 MWh, the capacity is allocated across specific load centers to ensure regional grid stability.

Technical Specifications and Interconnection
The project will be developed under the Build-Own-Operate (BOO) model. The developer is responsible for the commissioning, operation, and maintenance of the system.
Interconnection and technical parameters are specified as follows:
- Interconnection Point: Karnataka Power Transmission Corporation Limited (KPTCL) substation at Huliyurdurga.
- Interconnection Voltage: 220 kV.
- Storage Duration: 2 hours.
- Power-to-Energy Ratio: 1:2.
Financial Framework and Bidding Criteria
Selection will be finalized through tariff-based global competitive bidding, which will be followed by an e-reverse auction. The project is eligible for central financial assistance through Viability Gap Funding (VGF).
Financial Parameters:
- Earnest Money Deposit (EMD): ₹5,00,000 per MW.
- Bid Processing Fee: ₹20,000 per MW.
Mandatory Bidder Benchmarks:
- Average Annual Turnover: Minimum of ₹780 crore over the previous three financial years.
- Average Net Worth: In excess of ₹500 crore over the previous three financial years.
- Manufacturing Mandate: Bidders or their subsidiaries must possess an existing facility for the manufacturing of cells or batteries located within India.
Operational Guidelines and System Performance
The BESS will function under an “on-demand” operational model. The State Load Despatch Centre (SLDC) will maintain control over charging and discharging schedules on behalf of state ESCOMs. Charging energy may be sourced from any energy source, including conventional power, to maintain system readiness.
Bidders are required to submit a Technical Data Sheet including the following performance metrics:
- Round Trip Efficiency (AC-AC).
- Auxiliary Consumption.
- Response Time (measured in milliseconds (ms)).
- Depth of Discharge (DoD).
- Yearly degradation limits.
All systems must adhere to national and international safety and quality standards, including UL, IEC, and BIS.
