SECI and MahaGenco Renewable Energy Limited Sign MoU for 5 GW Clean Energy Pipeline

On June 20, 2026, the Solar Energy Corporation of India Limited (SECI) and MahaGenco Renewable Energy Limited (MahaGenco REL) executed a Memorandum of Understanding (MoU) to develop a clean energy pipeline of up to 5 GW. This collaboration supports Maharashtra’s energy transition roadmap, which targets a 52% renewable energy share by 2030, and establishes a framework for joint project implementation within Maharashtra and across India.

Technical Scope and Energy Spectrum

The agreement utilizes a multi-technology approach to provide stable power and grid integration services. The 5 GW pipeline includes the following technologies and consultancy services:

  • Firm and Dispatchable Renewable Energy (FDRE)
  • Round-the-Clock (RTC) renewable power
  • Battery Energy Storage Systems (BESS)
  • Pumped Storage Projects (PSP)
  • Green Hydrogen and Green Ammonia
  • Power trading and project monitoring consultancy services

Institutional Framework and Project Geography

MahaGenco REL is a wholly owned subsidiary of the Maharashtra State Power Generation Company Limited (MAHAGENCO), the state’s primary power producer. SECI is a Navratna Central Public Sector Undertaking (CPSU) under the Ministry of New and Renewable Energy (MNRE). While the partnership focuses on Maharashtra’s goal to integrate 38 GW of renewable capacity, the MoU provides for the exploration of projects in other geographic regions across India.

Signatories and Official Execution

The formal signing took place on June 20, 2026, and was executed by the following officials:

  • Sivakumar V. Vepakomma, Director (Power Systems), SECI
  • Abhay Harne, Director (Projects), MAHAGENCO

The agreement was signed in the presence of Akash Tripathi, Managing Director of SECI, and senior representatives from both organizations.

Strategic Capabilities of Involved Entities

SECI serves as the specialized implementing arm of the MNRE, with its mandate recently broadened to cover the entire renewable energy domain. In April 2026, the MNRE designated SECI as the sole Renewable Energy Implementing Agency (REIA) for the issuance of procurement bids as an intermediary procurer. This status enables SECI to manage large-scale bidding processes and provide power trading expertise necessary to integrate the 5 GW pipeline into the national market.

MAHAGENCO is the largest state-owned power generator in India by capacity, maintaining the highest thermal installed capacity among all state utilities. Through its subsidiary, MahaGenco REL, the entity is pivoting its generation portfolio toward clean energy to meet state-level sustainability targets. This partnership leverages MAHAGENCO’s regional infrastructure and project development capabilities alongside SECI’s federal procurement and trading framework.
