Eligibility and Compliance Conditions
Participation is restricted to Class-I local suppliers under the Public Procurement (Preference to Make in India) Order, 2017, as revised by the Department for Promotion of Industry and Internal Trade (DPIIT). Under the order, a Class-I local supplier is one whose offered goods carry local content of 50% or more, and procuring entities may limit a tender to such suppliers where adequate local capacity and competition exist.
The tender also applies the restrictions on bidders from countries sharing a land border with India, introduced by the Department of Expenditure in July 2020 under Rule 144(xi) of the General Financial Rules, 2017. Such bidders, along with entities having specified technology-transfer arrangements with firms from these countries, must be registered with the competent authority to be eligible. A companion order of the same date exempts bidders from countries to which the Government of India has extended lines of credit or in which it is engaged in development projects.
As part of the technical evaluation, bidders must accept NTPC’s Fraud Prevention Policy, confirm compliance with the land-border provisions and submit a nil-deviation certificate. No tender fee or earnest money deposit is payable; performance security and other contractual obligations are governed by the complete bidding document. NGEL has reserved the right to accept or reject any or all bids without assigning reasons.
About the Nokhra Solar Project
The 300 MW Nokhra Solar Project is spread over 1,550 acres in Bikaner district and was developed under the CPSU Scheme (Phase-II) with an investment of ₹1,803 crore. Power from the plant is supplied to the state of Telangana. Prime Minister Narendra Modi dedicated the project to the nation through video-conferencing on 16 February 2024.
According to NTPC, the plant generates around 730 million units of electricity a year, sufficient for more than 1.3 lakh households, while restricting roughly 6 lakh tonnes of carbon dioxide emissions annually and an estimated 15 million tonnes over 25 years. More than 13 lakh solar PV modules have been installed at the site under the Make in India programme.
Commissioning Timeline
NTPC’s stock exchange filings show that Nokhra was brought into service in five parts. The first 100 MW was declared on commercial operation from 20 December 2022, followed by a second 50 MW block from 30 December 2022 and a third from 16 February 2023. The fifth and final 50 MW part entered commercial operation from 3 June 2023, completing the 300 MW capacity. With that addition, NGEL’s installed and commercial capacity stood at 2,711 MW, while the NTPC group’s capacity reached 72,354 MW.
NGEL’s Expanding Portfolio
Since Nokhra’s completion, NGEL’s portfolio has grown roughly fourfold. According to the company’s official website, its present capacity stands at about 11,328 MW, following several additions in October 2026 alone. At the time of Nokhra’s dedication in February 2024, NTPC described NGEL as having over 3.4 GW in operation and 26 GW in the pipeline, including 7 GW under implementation. NTPC has stated that it aims to build 60 GW of renewable capacity within a total portfolio of 130 GW by 2032.
In a stock exchange intimation dated 29 September 2026, NGEL reported that its wholly owned subsidiary, NTPC Renewable Energy Limited, would declare commercial operation of the second and third parts of the Kalasar Solar Energy Project in Bikaner, of 73.06 MW and 80.88 MW, from 1 October 2026. These form part of the 650 MW solar component of the 500 MW REMCL round-the-clock project, and raised the group’s installed capacity from 11,058.57 MW to 11,212.51 MW.
The company has since declared commercial operation of a fourth 50 MW part of the 200 MW round-the-clock renewable project in Rajasthan, developed through its joint venture ONGC NTPC Green, from 2 October 2026, and of the fourth part of Kalasar, totalling 66.18 MW, from 10 October 2026.
Against this pace of expansion, the Nokhra procurement is a routine but necessary step for the company: ensuring that critical equipment spares are available for an established station supplying contracted power under the CPSU Scheme.
