Indian companies have signed green hydrogen offtake commitments totalling 5,55,610 metric tonnes per annum (MTPA) as of October 2026, the Ministry of New and Renewable Energy (MNRE) said on 29 October 2026. The total covers 23 contracts signed since the National Green Hydrogen Mission (NGHM) began in 2023, and 18 of them date from 2026. More than 70% of the volume is earmarked for exports. The ministry called the commitments the world’s largest and put them at about 11% of the mission’s target.
Key Details of the Commitments
The ministry’s release, issued through the Press Information Bureau (PIB), adds these details:
- Status: firm and signed offtake, stated as about 5.5 lakh MTPA of green hydrogen equivalent
- Volume signed in 2026: over 4 lakh MTPA of green hydrogen equivalent
- Expected investment: around ₹90,000 crore (approximately US$9.5 billion)
The release does not name all 23 contracts or say how many have reached financial close. It also does not state how much production capacity is currently operating or how the 18 agreements of 2026 divide between exports and domestic supply. Individual contracts are given in tonnes of ammonia or methanol, while the total is given as hydrogen equivalent. The conversion is not shown, so the listed contract volumes cannot be added up to reach 5,55,610 MTPA.
Export Contracts Named by the Ministry
The ministry listed these agreements among the notable contracts:
- ACME Group: 4,88,000 MTPA of green ammonia with IHI, Japan, and 1,00,000 MTPA of green methanol to Mitsubishi Gas Chemical, Japan
- AM Green: a firm agreement with Uniper, Germany, for 2,50,000 MTPA of green ammonia, and a binding head of agreement with JERA, Japan, for 70,000 MTPA
- AM Green, H2Global auction: sole winner of the Asian lot in the auction run by HINT.CO GmbH, which will buy ammonia worth at least EUR 585 million over 10 years, with first deliveries to Germany expected in 2029
- Reliance Industries Limited: a long-term green ammonia agreement with Samsung C&T Corporation, South Korea, valued at over US$3 billion, with deliveries expected to begin by 2028
- L&T and ITOCHU: a special purpose vehicle formed for the supply of 3,00,000 tonnes a year of green ammonia, with deliveries expected from December 2029
- Jouno Joules: an agreement with Select Energy GmbH for 600 tonnes a day, or about 2,19,000 MTPA, of green ammonia
Agastya’s deal is not yet final. The ministry said the company is in the process of arranging offtake of 2,50,000 MTPA of green methanol for SAR, Sri Lanka.
On pricing, the ministry claimed that Indian suppliers are offering the world’s most competitive prices for green ammonia and green methanol. It said this strengthens their position in European and Japanese markets. The release does not give price figures to support that claim, and it does not name competing suppliers.
Domestic Demand Under the SIGHT Programme
Alongside exports, the ministry pointed to two sets of domestic supply arrangements under the Strategic Interventions for Green Hydrogen Transition (SIGHT) programme. Agreements have been signed for the production and supply of 6,70,000 MTPA of green ammonia to 11 fertiliser units across the country. Projects have also been awarded for 30,000 MTPA of green hydrogen for the refineries of IOCL, BPCL, HPCL and NRL.
The release also identifies uses beyond fertiliser and refining. It says green ammonia is emerging as a clean bunkering fuel for shipping, and that it is being deployed for co-firing in thermal power plants to reduce carbon emissions. Those uses are described in general terms, without volumes or named projects.
Minister’s Comment
Union Minister Pralhad Joshi said in a post reproduced in the release, dated 29 October 2026, that India was now the world leader in green hydrogen. Joshi linked the milestone to the mission and said the contracts were driving clean energy investment.
Policy Backdrop
The Cabinet approved the NGHM in January 2023 with an initial outlay of ₹19,744 crore up to 2029-30. Its objective is to produce at least 5 million metric tonnes per annum (MMTPA) of green hydrogen by 2030. The expected outcomes include 125 GW of renewable energy capacity, over ₹8 lakh crore of total investment and over 6 lakh full-time jobs. The mission also expects to avert 50 million metric tonnes of carbon dioxide emissions a year. It supports production, equipment manufacturing, pilot projects, research and training.
MNRE has also begun work on standards. On 8 October 2026, MNRE released a report titled “India’s Hydrogen Standards: Gap Assessment and Preliminary Action Framework”. The report, prepared with Boston Consulting Group, reviews existing hydrogen standards and the areas that need attention. Discussions at the same event stressed clear standards for producing, storing, transporting and using hydrogen.
Outlook
The ministry’s figure counts signed commitments rather than hydrogen produced. Of the delivery dates in the release, the earliest is 2028 and the latest is December 2029, close to the mission’s 2030 target date. The 4th International Conference on Green Hydrogen will be held alongside the Bharat Renewable Energy Summit & Expo, scheduled for 2 to 5 November 2026 at Bharat Mandapam, New Delhi. The ministry has not said whether new offtake figures will be released at those events.
