The Ministry of New and Renewable Energy (MNRE) has issued the 13th revision of the Approved List of Models and Manufacturers (ALMM) List-II for solar PV cells, dated 28 October 2026. The update adds 7,063 MW of solar cell manufacturing capacity and takes the total enlisted cell capacity to 44,858 MW, close to the 45 GW mark. It is the third List-II update in October 2026.

Three manufacturers account for the new capacity. Avaada Electro has added 3,496 MW of TOPCon cell capacity at its plant near Nagpur in Maharashtra, taking its total enlisted capacity to 7,117 MW. GREW Solar, the solar arm of GREW Energy, enters the list with 2,407 MW of N-type TOPCon capacity at Narmadapuram in Madhya Pradesh. Ampin Solar One, a joint venture of Ampin Energy Transition and Jupiter International, has been listed with 1,160 MW of bifacial Mono-PERC cell capacity at Bhubaneswar in Odisha.

What the 13th revision adds

The three additions add up to the 7,063 MW increase: 3,496 MW for Avaada Electro, 2,407 MW for GREW Solar and 1,160 MW for Ampin Solar One. The previous update, the 12th revision dated 8 October 2026, had taken the enlisted cell capacity to 37,795 MW, so the 13th revision raises the total by about 19 per cent in a little over three weeks. The 12th revision appears on the MNRE Orders and Notices page.

Avaada Electro is the solar manufacturing arm of the Avaada Group. Its enlisted 7,117 MW is N-type TOPCon capacity in the G12 cell format, produced at its facility at Butibori, Nagpur. The manufacturer declares a maximum cell efficiency of up to 26.8 per cent, with the highest listed average cell efficiency at 25.89 per cent. The G12 full-cell model carries a declared maximum power output of 11.81 W per cell. Vineet Mittal, Chairman and Whole-time Director of Avaada Electro, has called the enlistment an important milestone.

GREW Solar’s 2,407 MW is G12R N-type TOPCon capacity at Narmadapuram. The capacity is part of an 8 GW cell manufacturing plan at the same site. GREW’s director and chief executive, Vinay Thadani, has described the approval as an important milestone for the company.

Ampin Solar One is the only new entrant on the list using Mono-PERC rather than TOPCon technology. Its 1,160 MW of bifacial Mono-PERC capacity is the smallest of the three additions.

Nameplate capacity is not output

An ALMM listing records the annual nameplate capacity of a manufacturer’s cell line and the models approved for sale into projects covered by the mandate. It does not by itself measure how many cells a plant will produce or sell. Actual output depends on utilisation, manufacturing yields and product mix, which is the caveat the manufacturers themselves attach to their enlisted figures.

Background: how List-II has grown

MNRE first published ALMM List-II for solar PV cells on 31 July 2025, extending the approved-list framework that already covered solar modules under List-I to the cells inside them. The list has been revised repeatedly since then. Two of the revisions in October 2026 alone, the 12th on 8 October and the 13th on 28 October, together added more than 7,400 MW. The 12th revision added 402 MW from Surat-based Gopin Semicon, while the 13th is far larger because it enlists three manufacturers at once, two of them new to the list.

The 13th revision shifts the composition of the list further towards N-type TOPCon, which accounts for the two largest additions in this update.

What it means for India’s solar sector

The jump to 44,858 MW adds domestic cell supply at the stage of the solar value chain that has relied most on imports. Each List-II revision enlarges the pool of cells made in India that can be used in projects covered by the mandate.

With 7,117 MW, Avaada Electro now accounts for about 16 per cent of the enlisted total on its own (7,117 of 44,858 MW). New entrants such as GREW Solar and Ampin Solar One add manufacturers and locations to the list, with plants in Madhya Pradesh and Odisha alongside the Maharashtra capacity.

GREW Solar has placed its enlisted capacity inside a larger 8 GW cell plan, so further additions at the same site can be expected once new lines are approved. Cell capacity growth matters for project developers as well, since the pace at which new lines are enlisted determines how easily they can buy compliant cells.

Enlistments of this kind will need to translate into steady production before they change supply conditions on the ground. For now, the 13th revision is a clear signal that the cell segment is expanding quickly: the third List-II update of the month, 7,063 MW of capacity added in one revision, and a list that has moved from the first publication of List-II in July 2025 to nearly 45 GW in about fifteen months.
