Scope of Work
The selected agency will be responsible for the comprehensive operation and maintenance of the NREP, managing a high-performance information infrastructure that bridges inter-ministerial data gaps. A primary technical requirement is the management of the portal’s established software stack, which includes Tableau Online/Server, a MySQL database, and CARTO for GIS mapping. Proficiency in Google’s Sankey library is also required for maintaining energy flow visualizations.
A critical operational duty involves complex data reconciliation. The agency must ensure the consistency of “Energy Balance” tables by reconciling data between different official sources—for example, resolving discrepancies in imported coal data as reported by the Coal Controller’s Organization (CCO) and the Central Electricity Authority (CEA). This work supports the maintenance of interactive dashboards, maps, and sectoral menus covering Electricity, Coal, Oil, and Gas.
Technical integration remains a focal point of the contract. The agency must ensure all portal systems and connected devices adhere to standardized communication protocols, specifically Message Queuing Telemetry Transport (MQTT). Security must be maintained through the management of Transport Layer Security (TLS) certificates to ensure secure authentication between remote devices and the central platform.
Furthermore, the agency will provide oversight for data transmission from remote monitoring systems (RMS) and dataloggers. In line with recent technical guidelines for schemes like PM Surya Ghar, all communication devices must utilize Machine-to-Machine (M2M) SIM communication protocols. The agency is also responsible for enforcing mandatory hard IMEI-based identification for unique device tracking and ensuring the accuracy of Real-Time Clock (RTC) settings for all recorded data to prevent loss or synchronization errors.
Eligibility Criteria for Bidders
Prospective bidders must demonstrate the following qualifications:
- General Experience: A minimum of 7 years of past experience providing similar services to Central/State Government Organizations or Public Sector Undertakings (PSUs).
- Specific Project Experience (Last 3 Years): Bidders must have successfully executed similar services reaching one of the following financial thresholds:
- Three similar services costing at least 40% of the estimated project cost; OR
- Two similar services costing at least 50% of the estimated project cost; OR
- One similar service costing at least 80% of the estimated project cost.
- Exemptions and Relaxations: Micro and Small Enterprises (MSEs) and DPIIT-registered Startups are granted a “Complete” relaxation regarding experience and turnover criteria, provided they meet the core quality and technical specifications.
