EESL Invites Bids for Solar Project Feasibility Studies and Detailed Project Reports

Energy Efficiency Services Limited (EESL), a joint venture of Public Sector Undertakings under the administrative control of the Ministry of Power, has issued an Expression of Interest (EOI) for the empanelment of agencies to support solar energy infrastructure development. The initiative aims to secure technical expertise for conducting feasibility studies and preparing Detailed Project Reports (DPRs) for various solar power installations across India.

Key Details and Scope of Work

The empanelment covers technical consultancy and reporting for a range of installation types and financial structures. These requirements apply to all projects regardless of the business model.

  • Solar Project Categories:
    • Ground-mounted solar installations.
    • Rooftop solar systems.
    • Floating solar projects.
  • Operational Business Models:
    • Capital Expenditure (CAPEX).
    • Renewable Energy Service Company (RESCO).
    • Operating Expenditure (OPEX).
  • Technical Assessment Scope:
    • Site Suitability: Technical feasibility evaluations, land measurements, and topographic surveys.
    • Technical Analysis: Slope and shadow analyses, solar irradiance assessments, and soil/geotechnical studies.
    • Risk Mitigation: Identification of natural hazards, including flooding, high winds, and seismic activity.
    • Civil and Infrastructure Specifications: Technical requirements for foundation design, control rooms, internal roads, compound walls, and drainage systems.
    • System Components: Drafting specifications for solar modules (efficiency and degradation), inverter topology, mounting structures, cabling, protection and metering systems, and SCADA/communication requirements.

DPR Content and Consultancy Assistance

Empaneled agencies are required to produce comprehensive Detailed Project Reports and provide administrative assistance through the procurement and execution phases.

  • Detailed Project Report (DPR) Requirements:
    • Background and site-specific details, including technology configuration and optimized layouts.
    • Land-use plans and energy yield estimates.
    • Regulatory compliance requirements and documentation for statutory approvals.
    • Financial modeling involving CAPEX/OPEX estimates, sensitivity analysis, Internal Rate of Return (IRR), and payback periods.
    • Preliminary project implementation schedules.
  • Procurement and Project Assistance:
    • Preparation of itemized bills of quantities.
    • Assistance in drafting commercial terms for Engineering, Procurement, and Construction (EPC), Operations and Maintenance (O&M), Power Purchase Agreements (PPAs), and land leases.
    • Support for bid evaluation and the drafting of bid clarifications.
    • Technical guidance to address capacity-related or execution issues during project planning.

Eligibility and Submission Criteria

Bidders must demonstrate specific technical experience and financial stability to qualify for empanelment.

  • Technical Experience: Agencies must have successfully executed similar work within the last five years for DISCOMs, government departments, Public Sector Undertakings (PSUs), urban local bodies, or other government organizations.
  • Human Resources: Bidders must maintain at least three skilled employees with engineering or technical backgrounds. These professionals must have minimum work experience of 10 years, 5 years, and 2 years, respectively, in the power, industrial, construction, or utilities sectors.
  • Financial Benchmarks:
    • Average Annual Turnover: Minimum of ₹1.5 million (~$15,635.62) during the previous three financial years.
    • Net Worth: At least 100% of the paid-up share capital in the last financial year.
  • Domestic Content Mandates: Selected agencies must comply with “Make in India” standards, reflecting EESL’s previous requirements for domestic content requirement (DCR)-compliant modules (crystalline 540 Wp and above).
