Madhya Gujarat Vij Company Limited (MGVCL), the state-owned electricity distribution company for central Gujarat, has awarded turnkey contracts worth about ₹940 crore to strengthen its 11 kV distribution network. The orders have gone to two listed engineering, procurement and construction (EPC) companies, Viviana Power Tech Limited and Rajesh Power Services Limited, which disclosed them to the stock exchanges on October 10 and October 12, 2026, respectively. Both packages fall under MGVCL’s System Improvement (SI) Scheme – Robust-III and cover the conversion of existing open overhead high-tension (HT) lines into Medium Voltage Covered Conductor (MVCC) lines and underground cable networks.
Two Orders, One Programme
The combined value of the two awards is ₹938.66 crore, inclusive of taxes. Viviana Power Tech’s share stands at ₹466.74 crore, while Rajesh Power Services has secured ₹471.92 crore. The key terms, as disclosed by the companies, are summarised below.

Viviana Power Tech informed the National Stock Exchange (NSE) that it received the work order from MGVCL at 5:36 pm on October 9, 2026, and reported it the following day under Regulation 30 of the SEBI (Listing Obligations and Disclosure Requirements) Regulations, 2015. The exact contract value is ₹466,73,61,738. The company noted that this amount had already been reflected in its earlier investor presentation and in its intimation about emerging as the lowest (L1) bidder. The execution period of 16 to 18 months is counted from the dates of the respective letters of award (LOAs), as the award comprises more than one contract.
Rajesh Power Services announced its award through two filings with BSE on October 12, 2026 – a formal order disclosure and a press release. The contracts are to be completed within 18 months, and the company stated that its total order book is now approaching ₹4,000 crore.
Both companies classified the contracts as domestic, confirmed that their promoter groups have no interest in MGVCL, and stated that the transactions do not fall under related-party transactions.
Scope of Work
Both contracts target the same layer of the network: 11 kV HT feeders that currently run as open overhead lines. Under the awarded scope, these sections will either be rebuilt with MVCC, an overhead conductor that carries an insulating cover, or shifted underground as cable networks. Viviana’s work is spread across the jurisdictions of various MGVCL divisions, while Rajesh Power’s contracts cover various locations within the DISCOM’s service area.
Neither disclosure specifies the number of feeders, route length or division-wise allocation of work. These details were not part of the public filings.
About MGVCL
MGVCL was incorporated on September 15, 2003, by the then Gujarat Electricity Board as part of the restructuring of the state’s power sector, and obtained its certificate of commencement of business on October 15, 2003. Its entire share capital is held by Gujarat Urja Vikas Nigam Limited (GUVNL) and its nominees, and its registered office is at Sardar Patel Vidyut Bhavan, Race Course, Vadodara.
According to the company, it serves more than 37.26 lakh consumers across residential, industrial, agricultural and waterworks categories. MGVCL also reports that 2,18,781 rooftop solar systems had been installed in its area as of November 2025, with total solar capacity installed under the DISCOM reaching 1,330.2 MW.
Why the Upgrade Matters
The awards come as MGVCL’s medium-voltage network carries a growing share of distributed generation alongside conventional demand. With more than two lakh rooftop systems and over 1.3 GW of solar capacity connected under the DISCOM, the condition of its 11 kV feeders has a direct bearing on both supply reliability for consumers and the network’s ability to handle daytime solar injection.
By replacing open conductors with covered or underground alternatives, the works are intended to strengthen the network in line with the system-improvement objective of the scheme under which they have been placed. The “Robust-III” designation also indicates that the programme is being implemented in phases, with the current round building on earlier stages of network strengthening.
Execution Timeline
With work orders received in the second week of October 2026 and execution periods of up to 18 months, the projects are scheduled to run into the first half of 2028. For the two contractors, the awards add significant revenue visibility: Viviana has indicated that the value was already part of its disclosed pipeline, while Rajesh Power has linked the win to an order book nearing ₹4,000 crore. For MGVCL, timely completion across multiple divisions will determine how quickly the benefits of the upgrade reach consumers.
Conclusion
The near-simultaneous award of two similarly sized packages shows that MGVCL is advancing the Robust-III phase of its system improvement programme at scale across central Gujarat. With contracts now in place, attention will shift to on-ground execution and progress reporting by the DISCOM and its contractors over the coming months.
