HPPCL Tenders 9 MW Solar and 6.3 MWh Battery Storage Project in Solan

Himachal Pradesh Power Corporation Limited (HPPCL) has issued a tender for the design, supply, construction, and commissioning of a 9 MW (AC) solar power project integrated with a 3.15 MW / 6.3 MWh battery energy storage system (BESS). The facility is to be located at Dabhota in the Solan district. The contract follows a turnkey execution model and includes long-term operation and maintenance obligations.

Technical Project Details

Scope of Work and Eligibility Criteria

The Engineering, Procurement, and Construction (EPC) scope for the project includes the following requirements:

• Land development and site preparation.
• Design, engineering, and procurement of all components.
• Testing, insurance, and supply of materials.
• Completion of all associated civil and electrical works.
• Installation, erection, testing, commissioning, and operational acceptance of the facility.

To qualify, bidders must demonstrate specific technical installation experience completed within the last 15 years. Bidders must meet one of the following three options:

• Option 1: Installation of one solar project with a minimum capacity of 2.7 MW and a BESS of 2.19 MWh at a single location, with a total contract value exceeding ₹170 million.
• Option 2: Installation of two solar projects, each with a minimum capacity of 1.8 MW and a BESS of 1.26 MWh at a single location, with each individual contract value exceeding ₹120 million.
• Option 3: Installation of three solar projects, each with a minimum capacity of 0.9 MW and a BESS of 0.63 MWh at a single location, with each individual contract value exceeding ₹60 million.

Furthermore, bidders must demonstrate the following Operation & Maintenance (O&M) experience completed within the last 10 years:

• Successful O&M for at least one year on a solar project with a capacity of 2.25 MW or higher.
• Successful O&M for at least six months on a BESS project with a capacity of 1.57 MWh or higher.

Financial Requirements

Bidders must fulfill the following financial mandates to remain eligible for the contract:

• Earnest Money Deposit (EMD): ₹15 million (₹1.5 Crore).
• Minimum Average Annual Turnover: ₹290 million for the last three financial years, excluding other income.
• Liquid Assets/Financial Resources: Access to liquid assets, lines of credit, or other financial means to meet a cash-flow requirement of at least ₹150 million.
