Scope of Consultancy and Engineering Services
The selected consultant must complete the DPR preparation process within 690 days (extendable by 180 days for factors beyond the developer’s control), as these projects are located in a non-Himalayan region. The scope is categorized into three core functional areas:
1. DPR Preparation (CEA Version 3.0 Compliance)
- Formulation of Detailed Project Reports in strict adherence to the Central Electricity Authority (CEA) July 2024 Guidelines (Version 3.0), including the “Checklist of Documents for Vetting of PSPs.”
- Execution of all required technical studies, including Power Potential Studies, Hydrology, and specialized civil/electrical design chapters.
- Regulatory Insight: In line with Section 2.4.1 of the latest guidelines, if these projects are finalized as off-stream closed-loop PSPs, the consultant will not be required to secure “Clearance of Water Availability Series” or “Inter-State Aspects,” providing significant regulatory relief.
2. Statutory Clearances
- Procurement of all necessary permissions from relevant authorities for on-site surveys and investigations.
- Securing Techno-Economic Concurrence (TEC) or concurrence from the Central Electricity Authority (CEA).
3. Environmental and Forest Studies
- Execution of Environmental Impact Assessment (EIA) and Environmental Management Plan (EMP) studies per the latest MoEF & CC guidelines.
- Drafting and submission of forest land diversion proposals and obtaining Wildlife clearance from the National Board for Wildlife where applicable.
Technical and Financial Qualification Criteria (QR)
To qualify, bidders must meet rigorous benchmarks demonstrating both technical scale and financial stability.
Technical Experience
Bidders must satisfy one of the two following technical pathways:
- Capacity-Based: Preparation of a DPR for at least one Hydro or PSP in India with a cumulative capacity of ≥500 MW (unit capacity >120 MW) in the last 5 years, including successful Techno-Economic Concurrence (TEC) from the CEA.
- Cost-Based (Work Value): Completion of similar consultancy works within the last five years meeting one of these financial thresholds:
- Three similar works costing at least INR 6.00 Crore each.
- Two similar works costing at least INR 7.50 Crore each.
- One similar work costing at least INR 12.00 Crore.
Financial Capacity
- Minimum Average Annual Turnover (MAAT): INR 15,00,00,000.00 (Fifteen Crores) over the last three financial years.
- Net Worth: Must be positive and at least 25% of the Paid-up share capital.
- Working Capital: A minimum of INR 10,00,00,000.00 (Ten Crores) as per the last audited statement.
Selection Methodology
MahaGenco REL will employ the Quality-cum-Cost Based Selection (QCBS) method, assigning a weightage of 70% to the Technical Proposal and 30% to the Financial Proposal.
Tender Fees and Administrative Details
- Tender Fee: INR 59,000 (Inclusive of 18% GST).
- Tender Processing Fee: INR 1,18,000 (Inclusive of 18% GST).
- Earnest Money Deposit (EMD): INR 30,00,000.
- MSME Exemption: EMD and Tender fees are waived for Micro and Small category MSMEs. However, the bidder must have been registered for consultancy services related to Hydro/PSP DPR preparation prior to the publication of this NIT (July 24, 2026).
