MahaGenco REL Issues Second Call for Consultancy Bids for Uran Green Hydrogen and Ammonia Project

Mahagenco Renewable Energy Ltd. (MahaGenco REL) has issued a second-call tender (Tender No. MREL/2026-27/GH2 Consultant/T02-A) seeking comprehensive consultancy services for a new Green Hydrogen and Green Ammonia facility at Uran, Maharashtra. This procurement represents a re-float of the initial tender issued on April 21, 2026. Consequently, bidders who purchased the earlier document are exempt from the Tender Document Fee, provided they submit a formal download request with payment proof via the Bharat Portal. The consultancy mandate encompasses a pre-feasibility study, technical bid specification drafting, detailed design engineering review, and project management (PMC).

Project Overview

The proposed infrastructure will be developed on a 19.07-hectare land parcel situated adjacent to the existing Gas Turbine Power Station (GTPS) in Uran, District Raigad. The project is designed for phased development to align with evolving market demands and technological shifts.

  • Initial Capacity: The consultant will prepare technical specifications for a facility with a baseline installed capacity of 2 kilo-tonnes per annum (kTPA).
  • Expansion Planning: The scope includes land use optimization and modular design assessment to determine the maximum production capacity feasible for the 19.07-hectare site.
  • Infrastructure Scope: Assessments must cover power evacuation facilities, Balance of Plant (BoP), storage solutions, and water supply infrastructure.

Scope of Work

The consultancy services are organized into three technical modules covering the full project lifecycle:

Module A: Pre-Feasibility and Development

  • Resource Modeling: Implementation of hybrid Renewable Energy (RE) portfolio modeling, including solar, wind, Round-The-Clock/Firm and Dispatchable Renewable Energy (RTC/FDRE), and Energy Storage Systems (ESS) to optimize electrolyzer durability and minimize costs.
  • Technology Pathways: Scenario-based analysis of Alkaline, Proton Exchange Membrane (PEM), and Solid Oxide Electrolyzer Cell (SOEC) technologies, alongside energy-optimized ammonia synthesis configurations.
  • Feasibility Documentation: Preparation of a bankable Detailed Project Report (DPR), preliminary Environmental and Social Impact Assessments (ESIA), and LCOH/LCOA cost sensitivity analysis.

Module B: Technical Specification and Design Review

  • EPC Tender Management: Drafting technical specifications for the Engineering, Procurement, and Construction (EPC) contractor and providing technical assistance during bid evaluation and Letter of Award (LoA) placement.
  • Engineering Scrutiny: Review and approval of the EPC contractor’s Detailed Design Engineering, including the Design Basis Report (DBR), Master Drawing List (MDL), P&IDs, and equipment design calculations.

Module C: Project Management Consultancy (PMC)

  • Site and Quality Oversight: Daily supervision of site erection and material inspection at the manufacturer’s site.
  • Operational Readiness: Signing of protocols, approval of trial operations, and oversight of Performance Guarantee (PG) tests.

Eligibility Criteria

Qualifying bidders must demonstrate robust technical and financial standing as defined in the tender notification.

Technical Criteria “Similar completed work” is defined as technical bid specification, design review, and PMC services for at least one Hydrogen plant (min. 0.5 kTPA) or equivalent Ammonia plant. Bidders must meet one of the following:

  • Three similar works with a cumulative cost \ge Rs. 3 Crore.
  • Two similar works with a cumulative cost \ge Rs. 5 Crore.
  • One similar work with a cost \ge Rs. 7 Crore.

Financial Criteria

  • Minimum Average Annual Turnover (MAAT): Rs. 5 Crore over FY 2023-24, 2024-25, and 2025-26.
  • Net Worth: Minimum 25% of paid-up share capital (or Partner’s Capital A/c) for the last financial year.
