The Madhya Pradesh Electricity Regulatory Commission (MPERC) issued a Request for Proposal (RFP) on June 16, 2026, seeking technical consultancy support to determine tariffs for the procurement of electricity generated from renewable energy (RE) sources. Acting under the statutory provisions of the Electricity Act, 2003, the Bhopal-based Commission requires expert assistance to establish pricing frameworks that will facilitate the purchase of green energy by state utilities, including the M.P. Power Management Co. Ltd. Interested bidders must submit their proposals by 15:00 Hours on July 14, 2026.

Scope of Consultancy and Targeted Energy Sources

The consultancy focuses on renewable energy projects where the Commission determines the tariff under Section 62 of the Electricity Act, primarily those falling below competitive bidding thresholds. The scope encompasses the following technologies and specific capacity or efficiency benchmarks:

  • Solar Power: Solar PV and Solar Thermal projects with a capacity of less than 5 MW, including Floating Solar installations.
  • Wind Power: Grid-connected projects using new wind turbine generators with a capacity of less than 10 MW.
  • Small Hydro: Projects with a station capacity up to and including 25 MW.
  • Biomass Energy: Including Rankine Cycle technology, Biomass Gasifiers (100% producer gas engine), and Biogas-based plants (100% biogas fired engine).
  • Municipal Solid Waste (MSW): Power projects based on incineration technology.
  • Hybrid and Storage Projects: Solar-Wind Hybrid systems (< 10 MW) and RE projects integrated with storage. The consultant must evaluate storage efficiency based on regulatory benchmarks: 80% for Solid-State Batteries and 75% for Pumped Storage.

Operational Deliverables and Regulatory Context

The selected consultant will assist MPERC in implementing the “MPERC (Terms and Conditions for Tariff determination of energy from Renewable Energy Sources) (Revision- I) Regulations, 2024.” These regulations, which superseded the 2017 framework, remain in force through the current control period ending March 31, 2027.

The consultant’s primary deliverable is the synthesis of technical and financial data to determine levelized tariffs. This data serves as a critical component of the state’s procurement machine, ensuring that M.P. Power Management Co. Ltd. and other distribution licensees can purchase RE at rates aligned with established regulatory norms. The consultant will be required to handle both Generic Tariffs, determined at the start of the control period, and Project-Specific Tariffs for technologies like Solar PV and Wind.

Financial and Normative Parameters for Tariff Determination

The 2024 Regulations stipulate that tariffs for non-fuel technologies (Solar, Wind, Small Hydro) are structured as a Single Part Tariff based on fixed costs. For fuel-based technologies—Biomass, Bagasse, and Biogas—the consultant must determine a two-component levelized tariff consisting of both fixed and variable (fuel) costs.

As per Chapter 1, Section 9, the Fixed Cost components to be calculated include:

  • Capital Cost
  • Return on Equity (14% for most RE; 14.5% for Small Hydro)
  • Interest on Loan Capital
  • Depreciation (4.67% per annum for the first 15 years)
  • Interest on Working Capital
  • Operation and Maintenance (O&M) expenses
