NTPC Renewable Energy Limited (NREL), a wholly owned subsidiary of NTPC Limited, has officially invited online bids for the Engineering, Procurement, and Construction (EPC) of a 300 MW (1x300MW) grid-connected solar PV project. Located near Nokhra, Rajasthan, the project is being tendered under Bidding Document No. NRE-CS-5826-004(SOL)-9. The procurement follows a “Domestic Competitive Bidding” framework utilizing a “Single Stage Two Envelope” system. Under this structure, bidders must successfully pass the Techno-Commercial evaluation (Envelope-I) before proceeding to the Price Bid (Envelope-II) and a subsequent Reverse Auction. NREL has indicated that the project will be financed through its own internal resources or through strategic borrowings.
Technical Scope and Engineering Mandate
The technical requirements for this package are comprehensive, covering the entire lifecycle of the facility from initial design through commissioning. Prospective bidders must account for several critical engineering and supply factors:
- Solar PV Infrastructure: Design, engineering, manufacturing, and supply of Solar PV modules, including the supply of mandatory spares as defined in the technical specifications.
- Site Engineering: Detailed site preparation including grading, vegetation clearing, topographical surveys, and geotechnical investigations.
- Advanced Mounting Solutions: Design and construction of foundations and the erection of tracker-based Module Mounting Structures (MMS), including module interconnection.
- Grid Compliance and Power Quality: Installation of dynamic reactive power compensation equipment to ensure compliance with the “Report of the Working Group… July 2022” regarding grid connectivity standards for RE generators. The successful bidder is also responsible for facilitating the formal Grid Compliance Study.
- Power Evacuation: Associated electrical and civil works for interfacing at the 33kV level. This includes the supply and installation of transformers, switchgear, and the termination of HT cables from the block boundary to the Owner’s pooling substation.
- Ancillary Systems: Supply and installation of a module cleaning system (including all accessories), SCADA systems for remote monitoring, Weather Monitoring Stations (WMS) with cloud cover monitoring, and pre-engineered inverter rooms.
- Perimeter Security & Surveillance Systems: Implementation of CCTV systems providing 100% periphery coverage, including remote monitoring of entry/exit gates and inverter stations.
Comprehensive Operation and Maintenance (O&M)
The contract includes a mandatory, comprehensive O&M period of three (3) years, commencing from the date of commissioning the full project capacity. This mandate is a total-cost-of-ownership factor, requiring the bidder to manage all electrical equipment, provide all necessary consumables, and maintain a full inventory of spare parts to ensure optimal plant performance.
Bidder Qualifying Requirements
To ensure the technical and financial integrity of the project, NREL has established rigorous eligibility benchmarks.
Technical Criteria Bidders may qualify through one of three distinct paths:
- Path 1: Experience commissioning grid-connected SPV plants with a cumulative capacity of 40 MWp or higher, with at least one individual plant of 10 MWp or higher in operation for six months.
- Path 2: Experience as a developer of grid-connected SPV plants with the same cumulative and individual capacity thresholds as Path 1.
- Path 3: Execution of a single project or single work in the industrial sector (power, steel, oil & gas, etc.) valued at ₹170 Crore or more in the last 10 years, which has been in operation for at least one year (six months for RE projects). AND execution of at least one electrical substation of 33 kV or above, featuring specific equipment such as circuit breakers and power transformers, in operation for at least one year (six months for RE projects).
Financial Criteria
- Annual Turnover: A minimum Average Annual Turnover of ₹170 Crore during the preceding three financial years.
- Net Worth Mechanics: Bidders must maintain a Net Worth of at least 100% of their paid-up share capital. If qualifying via a Holding Company or Subsidiaries, the Net Worth is calculated in a combined manner where:
- The combined Net Worth must be \geq 100% of the total paid-up share capital.
- Crucially, each individual entity’s Net Worth must not fall below a 75% floor of its respective paid-up share capital.
Financial and Administrative Bidding Details
- Bid Security: A mandatory Earnest Money Deposit (EMD) of ₹20 Crore (Indian Rupees Twenty Crores Only) is required. Bids without acceptable security will be rejected.
- Document Access: While the cost of bidding documents is NIL, bidders must submit a signed Non-Disclosure Agreement (NDA) to be authorized to download the documents from the ETS portal.
- Border Restrictions: Bidders from countries sharing a land border with India (or those with specific Transfer of Technology arrangements with such entities) must be registered with the Competent Authority.
