Rajasthan’s JVVNL Invites Bids for 2 MW/4 MWh Distributed BESS Pilot Project

Jaipur Vidyut Vitran Nigam Limited (JVVNL) has invited bids for a 2 MW/4 MWh pilot-based, small-scale, standalone Battery Energy Storage System (BESS) project in Rajasthan. The systems will be deployed at the distribution-transformer level in the Jaipur City Circle, marking a move toward decentralized battery storage within the distribution network.

The project will be implemented under the CAPEX mode, with the selected bidder responsible for the design, supply, testing, installation and commissioning of the BESS systems. Mercom India reports that the tender also includes comprehensive maintenance for the systems. The last date for bid submission is September 15, 2026.

20 BESS Units Planned Across Jaipur Discom

According to tender details reported by SolarQuarter, the project will comprise 20 decentralized BESS units, each with a capacity of 100 kW/200 kWh, taking the total project capacity to 2 MW/4 MWh.

The project is being tendered under NIT No. JVVNL/SE(KUSUM)/XEN(RE-DSM)/TN-BESS-02. SolarQuarter reports an estimated project cost of approximately ₹6 crore and states that the procurement follows a single-stage, two-part bidding process, with technical and financial bids evaluated separately.

Tender Scope and Timeline

The scope of work covers the complete execution of the BESS systems, including design, supply, testing, installation and commissioning. The distributed configuration will place the individual systems across selected distribution-transformer locations within the Jaipur Discom area.

Tender documents were made available from August 14, 2026. The pre-bid meeting is scheduled for August 21, 2026, while online bid submission is scheduled to begin on September 1, 2026.

The deadline for submitting bids is September 15, 2026, at 5:00 PM, with technical bids scheduled to be opened on September 17, 2026, at 3:00 PM. The financial bids of technically qualified bidders will be opened at a later stage.

Focus on Distribution-Level Storage

The pilot differs from large centralized BESS projects by locating storage closer to the distribution network. Deploying smaller systems at multiple distribution-transformer locations will allow JVVNL to assess decentralized storage across different points of its network.

The initiative comes as Rajasthan’s power utilities continue to expand BESS procurement across different network levels. The latest JVVNL tender adds a smaller, distribution-level deployment to the state’s wider storage pipeline.

Separate from JVVNL’s 12 MW/48 MWh Tender

The 2 MW/4 MWh procurement should not be confused with a separate JVVNL BESS tender listed on the Rajasthan Government e-Procurement portal. That procurement covers 12 MW/48 MWh of small-scale standalone decentralized BESS at identified 33 kV/11 kV grid substations under a tariff-based competitive bidding process and a Build-Own-Operate (BOO) model with 15 years of operation and maintenance.

The two procurements target different deployment points within JVVNL’s network. The latest project focuses on distribution-transformer-level systems, while the separate tender covers larger BESS installations at identified grid substations.

Expanding Distributed BESS Deployment

JVVNL’s latest tender represents a targeted step toward deploying battery storage within the distribution network through multiple smaller installations. The planned 20-unit configuration will enable the utility to gain operational experience with decentralized BESS across Jaipur Discom.

The pilot adds to Rajasthan’s emerging BESS procurement landscape and could provide practical insights for the future deployment of distributed storage across the state’s electricity distribution infrastructure.
