SJVN Green Energy Limited (SGEL), a Navratna Central Public Sector Enterprise (CPSE) and wholly-owned subsidiary of SJVN Limited, has invited bids for the development of 1,000 MWac of grid-connected solar photovoltaic (PV) projects. The projects are to be established in the states of Punjab and Rajasthan. The final deadline for bid submission is set for September 16, 2026.
Tender Structure and Capacity Allocation
The tender is organized into a modular framework, dividing the total 1,000 MWac capacity into four units of 250 MWac each. Bidders must identify these projects sequentially as Project-1, Project-2, Project-3, and Project-4.
Contractors may submit bids for the following capacity options:
- 250 MW
- 500 MW
- 750 MW
- 1,000 MW
Each 250 MWac project unit utilizes a “Two-Part” equipment supply model to streamline procurement:
- Part A (100 MWac): The contractor is responsible for the complete supply of all solar PV modules and necessary balance-of-system equipment.
- Part B (150 MWac): SGEL will provide the solar PV modules free of cost. These will be issued to the contractor from designated storage locations in Kutch (Gujarat), Nanded (Maharashtra), and Hoshiarpur and SBS Nagar (Punjab). The contractor is responsible for the transportation, insurance, and installation of these modules, along with the supply of all remaining equipment.
Land Acquisition and Infrastructure Scope
The procurement follows an “EPC-with-land” model. The contractor is required to identify and arrange the necessary land via a long-term lease agreement of at least 28 years, establishing legally valid rights in favor of SGEL.
A critical technical requirement of this tender involves power evacuation. Irrespective of whether the solar plants are physically located in Punjab or Rajasthan, the contractor must arrange and maintain connectivity specifically with the Punjab State Transmission Utility (STU) network. This includes all grid-integration studies, right-of-way clearances, and the construction of transmission lines and substations to the interconnection point.
The comprehensive scope of work includes:
- Design and engineering of the PV plants.
- Civil works and electrical manufacturing, testing, and procurement.
- Installation, erection, and commissioning.
- Performance demonstration and operational acceptance.
- Comprehensive Operation and Maintenance (O&M) for a period of five years, which explicitly includes the power evacuation system and all associated metering points.
Financial and Technical Eligibility Criteria
Prospective bidders must demonstrate specific financial and technical qualifications to participate. These requirements scale according to the aggregate capacity offered.
Contractor Eligibility Requirements
| Criteria | Requirement Detail |
| Tender Document Fee | ₹5,000 plus 18% GST (Non-refundable) |
| Earnest Money Deposit (EMD) | ₹10 lakh per MWac of offered capacity |
| Average Annual Turnover | Minimum ₹1.50 crore per MWac over the last three financial years |
| Working Capital | Minimum ₹86 lakh per MWac for Financial Year 2025-26 |
| Technical Experience | Completion of three 100 MW, two 125 MW, or one 200 MW project(s) in the last seven years; qualifying projects must have been operational for at least six months. |
Additionally, the bidder’s net worth must be positive for Financial Year 2025-26 and for at least two of the preceding three financial years.
Bidding Timeline and Process
SGEL will utilize a single-stage, two-envelope bidding system (techno-commercial and price bids), followed by an e-Reverse Auction (e-RA) to determine final awardees.

Off-take and Strategic Context
The power generated from these 1,000 MWac installations will be purchased by the Punjab State Power Corporation Limited (PSPCL). This tender serves as a primary execution phase of a larger 1,200 MW solar power agreement previously signed between SGEL and PSPCL.
The next immediate milestone for interested contractors is the hybrid pre-bid meeting, which will facilitate technical clarifications at the SJVN corporate headquarters in Shimla in early September.
