SJVN Limited has issued a Request for Selection (RfS No. SJVN/CC-Delhi/REIA/2026/BESS-2 dated 24.07.2026) for the establishment of 265 MW / 530 MWh of standalone Battery Energy Storage Systems (BESS) in the state of Haryana. SJVN is acting as the Intermediary Procurer and Implementing Agency on behalf of the Uttar Haryana Bijli Vitran Nigam Limited (UHBVNL). The procurement will be finalized through a tariff-based competitive bidding process.
Capacity Split and Project Structure
The total capacity of the tender is divided into two distinct projects based on the funding source. Bidders are prohibited from partial bidding and must bid for the cumulative total of 265 MW / 530 MWh.
- Project 1: 250 MW / 500 MWh Supported by the Viability Gap Funding (VGF) Scheme and fully funded through the Power System Development Fund (PSDF).
- Project 2: 15 MW / 30 MWh Supported under the State Component of the VGF Scheme and fully funded by a Central Grant.
Site Location and Grid Interconnection
The project will be located at a designated State Transmission Utility (STU) substation in Haryana. Interconnection is specified at the 220 kV Bus of the substation.
The developer’s scope of work includes:
- Complete development and operation of the BESS on a Build, Own, and Operate (BOO) basis.
- Construction of required bays in the switchyard.
- Development of a dedicated transmission line to the delivery point.
Land will be provided via UHBVNL/HVPNL on a Right to Use (ROU) basis at a nominal cost of ₹1 per acre per year. The BESS developer (BESSD) is required to sign the ROU Agreement within 60 days of signing the Battery Energy Storage Purchase Agreement (BESPA).
Financial Provisions and Regulatory Milestones
The project utilizes Viability Gap Funding to offset capital expenditures, subject to the following limits:
- VGF Maximum Limit: Capped at ₹18,00,000 per MWh for both Project 1 and Project 2.
- Secondary Cap for Project 2: Funding for this component is further restricted to a maximum of 30% of the capital cost, whichever is lower.
- BESPA Duration: The contract is valid for 12 years from the Effective Date.
- Intermediary Compensation: SJVN will charge a facilitation fee in the form of a trading margin on top of the BESPA tariff.
- Payment Security Fund: Developers must contribute ₹5 Lakh per MWh to the fund prior to the declaration of commissioning of the first part capacity.
A critical regulatory condition precedent for the enforcement of the BESPA is the adoption of the tariff by the Appropriate Commission. This must be obtained within 120 days of the Effective Date. Any delay in this order beyond the 120-day window will result in a day-for-day extension of the Scheduled Commissioning Date (SCD).
Performance and Operational Mandates
The BESS developer must maintain the following operational standards:
- Annual Availability: Minimum 95%.
- Round Trip Efficiency (RtE): Minimum 85% (measured AC to AC).
- Operational Cycles: Up to 2 cycles per day. UHBVNL reserves the right to split each discharge cycle into a maximum of two sessions at rated power, provided each session lasts at least one hour.
- Efficiency Constraint: Total scheduled discharge energy is limited to 85% of the energy supplied for charging.

- Land Allotment (ROU) Deadline: Within 60 days of BESPA signing.
- Tariff Adoption Deadline: Within 120 days of the Effective Date.
