India’s National Green Hydrogen Mission launched in January 2023 with one of the most ambitious clean-energy mandates in the world and a ₹19,744 crore budget to back it up. The goal: make India a global hub for green hydrogen production, use and export by 2030.
Three years on, the progress is real. Tenders have been awarded, institutions have been built, and serious private capital has shown up at the table. On that basis, it would be easy to call the Mission a success story in the making.
But the numbers tell a more complicated story and the gap between what has been awarded and what is actually running is wider than most commentary acknowledges.
VYQON Research has spent the last several months building an independent, evidence-based assessment of the Mission’s first three years. We went back to the primary sources: the Mission Document itself, SECI’s SIGHT tender results, the MNRE and Ministry of Power annual reports, and official budget data. We asked not just what has been announced, but whether those announcements are translating into the outputs, outcomes and impact the Mission was designed to deliver.
What we found surprised us in places; both on the upside and the downside.
