The Delhi Development Authority (DDA), through the Executive Engineer (Electrical), Electrical Division No. 12, has issued a formal tender for the development of 1.8 MW of net-metered solar carport projects at two strategic locations in the capital. Executed under the Renewable Energy Service Company (RESCO) model, the project utilizes a tariff-based competitive bidding process to select a developer. Technical Experience Prospective bidders must have commissioned grid-connected solar PV projects within the last seven years through one of three pathways:

  • One project: Minimum capacity of 1,500 kWp.
  • Two projects: Minimum capacity of 1,100 kWp each.
  • Three projects: Minimum capacity of 800 kWp each.

Financial Standing

  • Annual Turnover: A minimum average annual turnover of ₹3.6 crore over the last three consecutive financial years (ending March 31, 2025).
  • Solvency/Net Worth: Bidders must provide a bank solvency certificate of ₹2.85 crore (issued within 6 months of the bid) OR a CA-certified net worth certificate of at least ₹1.055 crore to ₹1.06 crore. Critically, the net worth certificate must include a Unique Document Identification Number (UDIN) for compliance.
  • Profitability: No losses permitted in more than two of the last five consecutive financial years, with a positive profit after tax in the remaining years.

Financial Deposits and Tender Specifics

The procurement process includes specific financial security measures to ensure bidder commitment:

  • Earnest Money Deposit (EMD): A deposit of ₹14,06,880 is required.
  • PBG Nuance: The EMD of the successful bidder will be retained and only returned after the formal submission of the Performance Bank Guarantee (PBG).
  • Payment Methods: EMD may be submitted via RTGS/NEFT. Bidders may also provide a Bank Guarantee for up to 50% of the EMD (maximum ₹20 lakh), with the remainder paid online.
  • Tender Fee: No tender fee is applicable for this specific 1.8 MW procurement.
