Mumbai-based transmission contractor Jyoti Structures Limited (JSL) has received a purchase order worth ₹20.85 crore, excluding goods and services tax (GST), from Torrent Power Limited for line-shifting work on the 400 kV DGEN–Navsari transmission line in Gujarat. JSL disclosed the order on 2 November 2026. The turnkey work must be completed within six months of the purchase order. The order follows ₹2,288.19 crore of state and central utility line awards that JSL disclosed between 23 and 28 October 2026.
Key Details
According to JSL’s Regulation 30 filing with the National Stock Exchange (NSE) and BSE, the order has the following terms:
- Project: 400 kV DGEN Navsari line shifting work
- Location: Gujarat
- Scope: supply, erection, testing and commissioning for the line shifting, on a total turnkey basis
- Value: ₹20.85 crore, excluding GST
- Completion period: six months from the date of the purchase order
The filing states that no promoter, promoter group or group company has any interest in Torrent Power, and that the order is not a related party transaction. It was signed by Company Secretary Sonali K. Gaikwad.
JSL has not disclosed the date of the purchase order, the length of line to be shifted, the number of towers involved or the reason for the shift. The filing also does not say whether the line must stay in service during the work or how long any outage would last.
The Line and the Client
According to Torrent Power’s website, the company operates two 400 kV double-circuit transmission lines, of 249 km and 105 km, which it built to carry power from its SUGEN and DGEN plants to off-take centres. The website gives Torrent Power’s thermal capacity as 3,092 MW from coal and gas plants, with 1,746 MW of renewable capacity, taking total installed generation capacity to 4,838 MW.
Torrent Power distributes power to over 4.2 million customers in Ahmedabad, Gandhinagar, Surat, Dahej SEZ and Dholera SIR in Gujarat. It also serves the Union Territory of Dadra and Nagar Haveli and Daman and Diu, Bhiwandi, Shil, Mumbra and Kalwa in Maharashtra, and Agra in Uttar Pradesh. Neither the JSL filing nor the website identifies which of the two lines is being shifted.
The 2 November filing carries no management comment. In JSL’s press release of 23 October 2026, Chief Operating Officer Amit Dutta said Gujarat was an important market for the company, with several transmission projects already under execution. In the same release, the company said it had opened a dedicated project office in Ahmedabad to manage its projects in the state.
Policy Backdrop
The Ministry of Power issued guidelines on 14 June 2024 for right-of-way (RoW) compensation on inter-state transmission lines. They apply to lines with a tower base of 66 kV and above and fix compensation at 200% of land value for the tower base and 30% for the RoW corridor. States may adopt the guidelines in full or issue their own, the ministry told the Rajya Sabha on 18 August 2025. Supplementary guidelines issued on 21 March 2025 raised RoW corridor compensation for inter-state lines to between 30% and 60% of land value, depending on location. JSL’s filing does not say whether the work needs any new corridor.
