Project Overview and Announcement

NTPC Renewable Energy Limited (NTPC REL), a wholly owned subsidiary of NTPC Green Energy Limited, has issued an Invitation for Bids (IFB) for the Engineering, Procurement, and Construction (EPC) package of a 550 MW (1x550MW) grid-connected solar photovoltaic project. The project is situated near Shimbhoo Ka Burj in the state of Rajasthan.

The procurement follows a Single Stage Two Envelope bidding route (Techno-Commercial Bid and Price Bid), followed by a Reverse Auction. Conducted under Domestic Competitive Bidding, the tender is identified by Bidding Document No. NRE-CS-5823-004(SOL)-9 and ETS Portal Tender Search Code NTPCREL-2026-TN000020. The final deadline for bid submission is June 26, 2026.

Technical Scope and Project Specifications

The selected EPC contractor is responsible for the comprehensive development of the solar facility, encompassing the following technical requirements:

  • Design and Supply: Engineering, manufacturing, packing, and supply of Solar PV modules.
  • Module Mounting Structures: Design, foundation construction, and erection of Tracker Based Module Mounting Structures (MMS), including module interconnection.
  • Dynamic Reactive Power Compensation: Installation of equipment to comply with the “Report of the Working Group in respect of Data Submission Procedure and Verification of Compliance to CEA Regulations on Technical Standards for Connectivity to the Grid by RE Generators July 2022.”
  • Inverter Infrastructure: Construction of Pre-Engineered type Inverter rooms with Power Conditioning Units and associated LT/HT switchgear. For string inverter configurations, the construction of a Pre-Engineered type HT Switchgear room is required.
  • Grid Interfacing: All associated electrical and civil works for grid interfacing at the 33kV level, including transformers, panels, protection systems, and grid compliance studies. Power evacuation is required up to the 33kV Main Pooling Switchgear at the owner’s pooling substation.
  • Ancillary Systems: Supply and installation of module cleaning systems, SCADA systems for remote monitoring and control, and a complete Weather Monitoring Station (including cloud cover monitoring).
  • Security and Surveillance: CCTV-based remote monitoring systems with 100% coverage of the periphery, entry/exit gates, and inverter stations.
  • Site and Civil Works: Site grading, vegetation clearing, topographical surveys, geotechnical investigations, and construction of internal roads, drainage, and security cabins.
  • Mandatory Spares: Supply of all mandatory spares as defined in the technical specifications.

Bidder Qualification Requirements

Bidders must meet the following technical and financial benchmarks. The requirements allow for participation through solar-specific experience or an alternative industrial project route.

Financial TurnoverMinimum average annual turnover of INR 311.5 Crores during the preceding three financial years.
Net WorthNot less than 100% of the paid-up share capital. Bidders may use a combined Net Worth with affiliates, provided individual Net Worths are not less than 75% of their respective paid-up share capital.

Financial and Transactional Terms

  • Bid Security (EMD): Bidders must provide an Earnest Money Deposit of exactly INR 20 Crores. Bids lacking an acceptable security in a separate sealed envelope will be rejected as non-responsive.
  • Financing: NTPC REL will finance the package through its internal resources and borrowings.
  • Operation & Maintenance (O&M): The contract includes comprehensive O&M for the solar plant, electrical equipment, and spares for a period of three years from the date of full project commissioning.
  • Non-Disclosure Agreement (NDA): Interested bidders must submit a signed NDA via the ETS Portal to receive authorization to download the official bidding documents.
