Bihar State Power Generation Company Limited (BSPGCL) has invited bids for the selection of a Battery Energy Storage System Developer (BESSD) to establish a 500 MWh standalone Battery Energy Storage System (BESS), with a rated capacity of 125 MW for four hours, at Kajra in Lakhisarai district, Bihar.

The tender, issued under NIT No. 07/PR/BSPGCL/2026, follows a Tariff-Based Competitive Bidding (TBCB) process on a Build-Own-Operate-Transfer (BOOT) basis. BSPGCL published the procurement notice on 2 September 2026.

500 MWh Standalone BESS at Kajra

According to the tender details, BSPGCL is seeking a developer for a 125 MW/500 MWh standalone BESS, corresponding to a four-hour storage configuration. The project will be established on land to be provided at Kajra, Lakhisarai, Bihar.

The procurement is structured as an open tender under the electrical category. The tender’s reference number is 07/PR/BSPGCL/2026, while the tender ID listed on the procurement database is 139315.

The tender requires bidders to provide information covering their technical experience, financial qualifications and, where applicable, consortium arrangements. The eligibility requirements include experience in the design, engineering, procurement, testing and commissioning of grid-connected BESS projects with a cumulative capacity of at least 5 MWh, subject to the conditions specified in the Request for Selection (RfS).

TBCB and BOOT Structure

The project will be procured through Tariff-Based Competitive Bidding, with the selected BESS developer responsible for establishing the facility under the BOOT model. The official BSPGCL notice specifically identifies the procurement as selection of a BESS developer for setting up 500 MWh, rated at 125 MW for four hours, under TBCB on a BOOT basis.

Under this structure, the tender documents set out the requirements that prospective developers must meet in terms of technical capability, financial qualifications and project-related commitments. The bidding process is therefore designed to select a developer capable of delivering and operating the specified storage project under the contractual framework defined by BSPGCL.

Tender Value and Key Dates

The tender listing places the estimated tender value at ₹630 crore, with an Earnest Money Deposit (EMD) of ₹13 crore. The tender fee is listed at ₹29,500.

The tender was published on 2 September 2026. The pre-bid meeting is scheduled for 8 September 2026, while the bid submission deadline is 23 September 2026. Bid opening is also scheduled for 23 September 2026. The tender listing specifies a closing time of 4:00 PM.

The pre-bid meeting is scheduled to be held at the Conference Hall, 5th Floor, Vidyut Bhawan-1, Bailey Road, Patna, Bihar-800021, according to the tender information available for the procurement.

Technical and Financial Qualification

BSPGCL’s tender requires bidders to submit details covering their corporate information, BESS project experience, financial position and other qualification documents.

The eligibility information includes experience in successfully completed or ongoing design, engineering, procurement, testing and commissioning of grid-connected BESS projects. The tender also seeks details of battery manufacturing facilities where applicable, consortium members, shareholding arrangements, net worth, average annual turnover and PBDIT, along with supporting financial and technical documentation.

The tender records also identify FY 2024-25 as the previous financial year for specified financial qualification requirements, while bidders are required to comply with the detailed conditions contained in the RfS and associated tender documents.

Kajra Strengthens Bihar’s Storage Procurement Pipeline

The new procurement adds to Bihar’s ongoing focus on combining renewable energy development with energy storage. BSPGCL’s official notice board also lists a separate July 2026 procurement for 150 MW of solar PV projects with 75 MW/300 MWh of energy storage systems under tariff-based competitive bidding.

The Kajra tender is specifically focused on a standalone 125 MW/500 MWh BESS, rather than a solar-plus-storage project. This makes the procurement a distinct storage-focused tender within BSPGCL’s 2026 project pipeline.

Bidders will now need to evaluate the technical, commercial and financial requirements specified in the RfS and associated documents before submitting their proposals. The project is scheduled to move through the pre-bid stage in September, followed by bid submission and opening later in the month.

Conclusion

BSPGCL’s latest tender seeks a developer for a 125 MW/500 MWh standalone BESS at Kajra, Lakhisarai, using TBCB on a BOOT basis. With an estimated tender value of ₹630 crore and an EMD of ₹13 crore, the procurement represents another significant utility-scale battery storage opportunity in Bihar.

The pre-bid meeting is scheduled for 8 September 2026, with bids due by 23 September 2026. Developers will need to meet the tender’s specified technical and financial qualification requirements and submit their proposals in accordance with the RfS.
