Engineering Projects (India) Limited (EPIL), a Mini Ratna Government of India Enterprise under the Ministry of Heavy Industries, has issued an Expression of Interest (EoI) to select an Engineering, Procurement, and Construction (EPC) partner for a 250 MW AC grid-connected Solar PV project. This move underscores EPIL’s strategic objective to expand its market share in the renewable energy infrastructure sector and achieve multifold growth in turnover. The EoI facilitates a pre-tender tie-up to bid for a specific SJVN Green Energy Limited (SGEL) project located at Ambaran, Bikaner, Rajasthan. The selected backend partner will provide the technical credentials and execution capacity required for EPIL to qualify for the SGEL tender, covering everything from land acquisition to three years of comprehensive operations.

Project Framework and Context

This solicitation (EoI No: EPI/CO/BDD/EOI/057) is established for a pre-bid association to participate in the SGEL tender (Reference: SGEL/CHQ/Contracts/EPC-Bikaner-IV/2025). While the underlying SGEL tender comprises a total capacity of 500 MW, EPIL is specifically seeking a backend partner for a 250 MW capacity package. The project is governed by the PSPCL ET-3 framework. It is critical for prospective bidders to note that this is a pre-tender tie-up; the selected partner’s credentials will be utilized by EPIL to meet SGEL’s qualification requirements, and a formal Memorandum of Understanding (MoU) will be executed with the L1 bidder.

Comprehensive Scope of Work

The technical and logistical requirements for the project are defined as follows:

  • Land Acquisition: Identification, arrangement, and transfer of ownership or sub-lease of land to SGEL.
  • Technical Execution: Design, engineering, manufacturing, procurement, testing, supply, installation, and commissioning of the AC grid-connected Solar PV plant.
  • Module Procurement: Supply of PV Modules (Compulsory requirement).
  • Infrastructure: Power evacuation system up to the interconnection point at the 220 kV Bikaner-IV substation at Ambaran and associated transmission lines.
  • Grid Integration: System integration with the evacuation infrastructure provided by the Central Transmission Utility (CTU).
  • Post-Commissioning: Three (03) years of comprehensive Operation and Maintenance (O&M) including the switchyard and power evacuation system.

Bidder Eligibility and Qualification Criteria (EQC)

Technical Criteria

  • Solar Experience: Cumulative installed capacity of 30 MWp or higher in grid-connected solar plants, including at least one plant of 10 MWp or higher. The reference 10 MWp plant must have been in successful operation for at least three (3) months prior to the month of NIT issuance.
  • Alternative Industrial Experience: Execution of industrial projects (Power, Steel, Oil & Gas, etc.) or infrastructure development valued at ₹1.59 Crore per MW in a single project. The project must have been in successful operation for at least six (6) months prior to the month of NIT issuance.
  • Substation Requirement (for Alternative Criteria): Execution of at least one electrical sub-station of 33 kV or above voltage level (including circuit breakers and power transformers), in successful operation for at least six (6) months.

Financial Criteria

  • Average Annual Turnover: Minimum ₹400 Crore during the last three completed financial years (FY 2022-23 to 2024-25).
  • Net Worth: Minimum ₹80 Crore as of March 31, 2025, or a valid Solvency Certificate of at least ₹320 Crore (not older than six months).
  • Profitability: No incurred losses in more than two of the last five financial years ending March 31, 2025.

Financial Obligations and Bidding Fees

Bidders must note that because this is classified as a “Works Contract,” Micro and Small Enterprise (MSE) exemptions for fees and EMD are not applicable.
