The Telangana Renewable Energy Development Corporation Limited (TGREDCO) scheduled the pre-bid meeting on 22 October 2026 for its tender to select developers for 800 MW of grid-connected wind power projects across India. Issued on behalf of the Telangana distribution companies (TGDISCOMs) under RfS No. TGREDCO/Plg/PP/2026-27/002 dated 13 October 2026, the tender will procure wind power under long-term power purchase agreements (PPAs) through tariff-based competitive bidding. As per the official schedule published by TGREDCO, online bid submission closes on 4 November 2026 at 6:00 PM, and bids will be opened on 9 November 2026.

Pre-Bid Meeting

The meeting was scheduled for 11:00 AM in hybrid mode, with the physical session at Vidyuth Soudha, Khairatabad, Hyderabad, the office of Telangana Power Generation Corporation Limited (TGGENCO), and online participation through Microsoft Teams. Prospective bidders were asked to register in advance and can send queries to TGREDCO’s planning wing. TGREDCO has stated that no separate notification will be issued for amendments or clarifications, so bidders must track updates on its website and on the ISN-ETS e-tendering portal, where the tender is listed under search code TGREDCO-2026-TN000005.

Project Scope and Connectivity

Projects will be developed on a build-own-operate (BOO) basis. A bidder can quote a minimum of 50 MW and a maximum of 400 MW. Developers may connect projects either to the inter-state transmission system (ISTS) or to the Telangana State Transmission Utility (STU); STU-connected projects must be located within Telangana. The developer is responsible for land, statutory approvals, grid connectivity and transmission infrastructure up to the delivery point, all at its own cost. Supply from the full contracted capacity must commence within 24 months of the PPA effective date.

Only wind turbine models included in the Ministry of New and Renewable Energy’s Revised List of Models and Manufacturers (RLMM) are permitted. Developers must also install GPS-enabled automatic weather stations and comply with applicable grid code and cybersecurity requirements.

Capacity Utilisation Factor and Performance

Bidders must declare an annual capacity utilisation factor (CUF) in their bids. The successful bidder can revise it within ±10% of the quoted value before signing the PPA, and gets one more opportunity to revise it upward within the first three years of full commercial operation, after which it remains fixed for the PPA term.

Under the draft PPA, if a developer supplies less than 80% of the energy corresponding to the declared CUF in a contract year, it must pay compensation at 50% of the applicable tariff on the shortfall, except in cases of force majeure or grid unavailability. TGDISCOMs are not obliged to buy energy beyond 120% of the declared CUF; such excess may be purchased at the same tariff with the buyer’s consent, failing which the developer can sell it to a third party.

Financial Requirements

Bidders must have a minimum net worth of ₹1.368 crore per MW of quoted capacity and meet at least one liquidity criterion: annual turnover of ₹70.8 lakh per MW, profit before depreciation, interest and taxes of ₹14.2 lakh per MW, or an in-principle line of credit of ₹17.7 lakh per MW.

The RfS document fee is ₹50,000 plus GST. An earnest money deposit (EMD) of ₹13.68 lakh per MW per project is required, in the form of a bank guarantee, payment on order instrument or insurance surety bond, valid for 12 months from the bid deadline. Successful bidders must furnish a performance bank guarantee (PBG) of ₹34.20 lakh per MW before signing the PPA, valid until 12 months after the scheduled commencement of supply date.

PPA Terms and Payment Security

The PPA will remain in force for 25 years from the scheduled commencement of supply date, at the tariff discovered through bidding, which stays fixed for the full term. Payment security is backed by a fund maintained by TGREDCO, built from encashed PBGs and, where developers opt for it, a ₹0.02/kWh rebate on monthly bills. Payment matters will be governed by the Electricity (Late Payment Surcharge and Related Matters) Rules, 2022.

The draft PPA also sets out delay penalties. For delays of up to six months beyond the scheduled date, the PBG will be encashed in proportion to the capacity not yet supplying power. Beyond six months, the contracted capacity will be reduced and the PPA terminated for the balance capacity.

Part of a Wider Procurement Drive

The wind tender is one of three large requests for selection TGREDCO issued on 13 October 2026, all following the same bid schedule. The others cover 3,000 MW of solar capacity with 1,000 MW/6,000 MWh of energy storage, and 2,000 MW of firm and dispatchable renewable energy on a round-the-clock basis (FDRE-RTC). Together, these procurements support Telangana’s Clean and Green Energy Policy 2025, under which the state targets 20,000 MW of green energy by 2030.

What Comes Next

Clarifications arising from the pre-bid meeting may be reflected in amendments to the RfS. Interested developers must submit their bids on the ISN-ETS portal by 4 November 2026, with bid opening scheduled for 9 November 2026.
