Himachal Pradesh Power Corporation Limited (HPPCL) has issued a Notice Inviting Tender (NIT) for the development of the Dabhota-I Solar Power Project in the Solan district of Himachal Pradesh. The procurement is being conducted through a national open competitive e-tendering process. The tender was officially released on March 31, 2026, with a final bid submission deadline of May 5, 2026.

The Dabhota-I facility is designed as a hybrid renewable energy project. The integration of a Battery Energy Storage System (BESS) is specifically intended for storage-backed generation to manage power output and enhance regional grid stability.

Tender and Financial Requirements

Prospective bidders must meet the following financial qualifications and obligations:

  • Earnest Money Deposit (EMD): ₹1.5 Crore (₹15 million).
  • Tender Document Cost: ₹10,000 (inclusive of GST).
  • Minimum Average Annual Turnover: ₹29 Crore (₹290 million) derived from operations over the last three financial years.
  • Liquid Assets/Financial Resources: Access to at least ₹15 Crore (₹150 million) in liquid assets or lines of credit, excluding any contractual advance payments.

Bidder Eligibility and Technical Criteria

To qualify, developers must demonstrate specific technical experience in the installation and operation of solar and storage components. All qualifying installation experience must have occurred at a single location for each cited project.

Installation Experience Requirements (within the last 15 years):

  • Option 1: One project comprising at least 2.7 MW solar and 2.19 MWh BESS, with a minimum contract value of ₹17 Crore.
  • Option 2: Two projects each comprising at least 1.8 MW solar and 1.26 MWh BESS, with a minimum contract value of ₹12 Crore per project.
  • Option 3: Three projects each comprising at least 0.9 MW solar and 0.63 MWh BESS, with a minimum contract value of ₹6 Crore per project.

Operation and Maintenance (O&M) Experience (within the last 10 years):

  • Successful O&M of a solar project with a minimum capacity of 2.25 MW for at least one year.
  • Successful O&M of a battery storage project with a minimum capacity of 1.57 MWh for at least six months.

Scope of Work and Bidding Mechanism

The contract will be awarded on a turnkey EPC (Engineering, Procurement, and Construction) basis. The procurement follows a single-stage, two-envelope system and incorporates an e-reverse auction mechanism.

  • Project Execution: Responsibilities include the comprehensive design, engineering, procurement, construction, testing, commissioning, and grid integration of the facility.
  • Civil Works: Primary responsibilities include land development, site grading, leveling, perimeter fencing, and the construction of control rooms and office facilities.
  • Operation and Maintenance: The successful bidder must provide comprehensive O&M services for a mandatory duration of 15 years following operational acceptance.
