NTPC Renewable Energy Limited (NTPC REL), a wholly owned subsidiary of NTPC Green Energy Limited, has invited online bids for the development of a 900 MW grid-connected solar photovoltaic project in Central India. The project, identified under Tender Search Code (TSC) NTPCREL-2026-TN000013, is being tendered through a Domestic Competitive Bidding process. The capacity is structured into three distinct blocks of 300 MW each, allowing for scalable execution in Mandsaur, Madhya Pradesh.
Project Quick Facts:
- Total Capacity: 900 MW
- Block Breakdown: 3 x 300 MW blocks
- Location: Mandsaur, Madhya Pradesh
- Issuing Authority: NTPC Renewable Energy Limited (NTPC REL)
Scope of Work
The selected Engineering, Procurement, and Construction (EPC) contractor will be responsible for a comprehensive range of activities from initial design to long-term operational support. The scope of work is categorized as follows:
- Engineering and Procurement
- Complete design, engineering, manufacturing, supply, installation, testing, and commissioning of the Solar PV plant.
- Supply of all required solar PV modules and mandatory spares.
- Civil and Structural Works
- Site preparation including land grading, clearing of vegetation, topographical surveys, and geotechnical investigations.
- Design and construction of foundations and erection of Tracker Based Module Mounting Structures (MMS).
- Module Installation: Fixing of PV modules on the MMS and the electrical interconnection of all modules.
- Construction of internal roads and pathways, and a comprehensive drainage system integrated as per the General Layout and Topography.
- Construction of Pre-Engineered inverter rooms or HT switchgear rooms.
- Electrical and Grid Integration
- Laying and termination of HT cables from the block boundary to the 33kV Owner’s Main Pooling switchgear.
- Installation of all associated electrical and civil works for grid interfacing, including transformers, panels, and protection systems.
- Grid Compliance: Installation of dynamic reactive power compensation equipment and harmonic filters to meet regulatory standards.
- Monitoring and Control Systems
- Installation of a SCADA system for remote monitoring and control of inverters.
- Establishment of a complete weather-monitoring station, including cloud cover monitoring hardware and software.
- Installation of CCTV systems providing 100% periphery coverage, including entry/exit gates and inverter stations.
- Operation and Maintenance
- A three-year comprehensive Operation & Maintenance (O&M) mandate for the SPV plant, including all electrical equipment, consumables, and spare parts, commencing from the date of project commissioning.
Bidder Eligibility
Bidders must meet stringent technical and financial thresholds, which scale according to the capacity for which they submit a proposal.
Technical Criteria
- Solar PV Experience: Bidders must have designed, supplied, and commissioned grid-connected solar projects with a cumulative capacity of at least 40 MWp. This must include at least one reference project of 10 MWp or higher that has been operational for at least six months.
- Alternative Industrial Route: Qualification may also be met through the execution of an industrial project (power, steel, oil/gas, petrochemical, fertilizer, cement, or coal mining) within the last ten (10) years. The reference project must have been in successful operation for at least one year (six months for RE sector projects).
- Substation Requirement: Execution of at least one electrical substation of 33 kV or above, including circuit breakers and power transformers, which has been operational for at least one year (six months for RE sector projects).
Financial Criteria
The bidder’s Net Worth must be at least 100% of the paid-up share capital. However, if a bidder does not meet this individually, they may satisfy the requirement in a combined manner with subsidiaries or holding companies, provided that the individual Net Worth of each entity is not less than 75% of its respective paid-up share capital.
All financial figures for executed work in industrial projects must be exclusive of taxes.
| Bid Capacity | Minimum Average Annual Turnover (Last 3 Years) | Minimum Industrial Project Value (Single Project, Exclusive of Taxes) |
