Indraprastha Gas Limited (IGL) issued a corrigendum on May 30, 2019, regarding a tender for the supply, installation, testing, and commissioning of 1 KWp solar PV systems equipped with battery storage. This corrigendum extended the bidding deadline to June 20, 2019, from the previous date of May 30, 2019. All bid submissions must include the corrigendum, signed and stamped by the participating firm, to be considered valid.
Technical Specifications of the 1 KWp Solar-Plus-Battery Systems
IGL requires the procurement of 76 distributed systems, intended for installation across its infrastructure. Each individual system must meet the following technical requirements:
- System capacity: 1 KWp solar PV.
- Component breakdown: 4x260W panels.
- Battery requirements: 2x150Ah Lithium-ion batteries.
- Inverter specifications: 1kVA 24V inverter designed for 12 hours of backup.
Bidder Eligibility and Financial Criteria
Participating firms must satisfy specific financial and performance history requirements. Bidders are required to have executed a single work order for the supply and installation of solar photovoltaic systems with a value of at least Rs 54.94 lakh during the five years preceding the bid submission. Furthermore, a bid security amount of Rs 220,000 is mandatory.
Technical Standards and Manufacturing Requirements
IGL has established manufacturing and efficiency benchmarks for all system components:
- Origin: PV modules must be indigenously manufactured utilizing crystalline silicon solar cells.
- Certifications: Modules must carry IEC 61215 Edition II or BIS 14286 certification from NABL or IECQ accredited laboratories.
- Performance Metrics: Modules are required to have a minimum efficiency of 12% and a minimum power output of 1 Wp under standard test conditions.

Broader Renewable Energy Strategic Roadmap
While IGL’s 2019 tender focused on small-scale distributed 1 KWp systems, the company’s Annual Report 2024-25 outlines a transition toward utility-scale renewable energy projects. IGL has entered into a Memorandum of Understanding (MoU) with the State Government of Rajasthan to develop a 500 MWp greenfield solar power plant. This project is a joint venture with Rajasthan Vidyut Utpadan Nigam Limited (RVUNL), involving an estimated equity investment from IGL of Rs 382 Crores.
Current portfolio targets include reaching a total renewable energy capacity of 2 GWp. In addition to the Rajasthan joint venture, IGL is developing a ~20 MW Agro-solar plant in Delhi under the Group Net Metering scheme to meet captive power requirements.
Infrastructure Expansion Context
Indraprastha Gas Limited is a joint venture promoted by GAIL, BPCL, and the Government of NCT Delhi. The company operates in 12 Geographical Areas covering 32 districts across four states. At the conclusion of the 2024-25 fiscal year, IGL’s infrastructure consisted of 954 CNG stations, representing approximately 13% of the total CNG stations in India. This network provides fuel to 21 lakh vehicles and supplies gas to 30.70 lakh households in the Piped Natural Gas (PNG) segment.
